Memorandum
The attached resolution authorizes the purchase of a 2007 Zamboni model 545 with a gasoline engine at a cost of $72,055.00 and a 2007 Zamboni model 545 with a propane-powered engine at a cost of $72,245.00 for the total purchase amount of $144,300.00 from Charles R Mueller & Sons, Inc., Mt Clemens, Michigan.
 
The gasoline powered Zamboni model 545 will be assigned to the Buhr Park Ice Rink facility and will replace an existing 1983 resurfacer at Buhr Park. The 1983 machine has been in service for 23.5 years with over 6,600 hours of use.  The propane powered Zamboni model 545 will be assigned to the Veterans Memorial Park Ice Arena and will replace an existing 1996 resurfacer at Veterans Memorial Park.  The 1996 unit has been in service for 11 year with over 4,330 hours of use.  To maintain both machines as primary units would require extensive repairs at an estimated cost of over $39,000.00 for the 1983 unit and $20,000.00 for the 1996 machine.  In order to keep the 1996 machine in operation we have spent $10,000.00 for batteries and an additional $2,000.00 in miscellaneous repairs this year.
 
When replaced, the 1983 machine will be sold for scrap.   The 1996 machine has minimal trade-in value ($2,000.00) and is more cost effective as a back-up unit for use when the new resurfacers are out-of-service for routine maintenance or repairs. In recent years Parks and Recreation Services has  expended more than $3,500.00 annually to rent resurfacers for use when one of the machines is being serviced.  The availability of rental machines is limited. The ice facilities cannot operate without a resurfacing machine and if a rental unit is not available when a mechanical breakdown occurs, the facility would be closed and revenues will be lost.  At some point in the future, when the estimated annual repair cost of the 1996 unit exceeds $3,500.00 the unit will be scrapped out and Parks and Recreation Services will return to renting a back-up unit when needed.
 
The Zamboni brand ice resurfacers are the industry leader.  Zamboni is the only manufacturer of ice resurfacers that have been used by the City for more than 25 years.   City staff have tested other manufacturers and the Zamboni has consistently been determined to be superior in operational performance, mechanical reliability, and quality.  Charles R. Mueller & Sons, Inc. is the sole dealer for Zamboni products for Michigan, Ohio and Indiana.
 
The Fleet and Facilities Unit has budgeted $113,000.00 for the Zamboni purchase in fiscal year 2008.  The remaining $31,300.00 is included in the Parks Maintenance and Capital Improvements Millage for fiscal year 2008.

Whereas, The Fleet & Facilities Unit needs to purchase replacement Zamboni ice resurfacers for the City's fleet;
 
Whereas, Charles R. Mueller & Sons, Inc. is the sole regional Zamboni dealer; and
 
Whereas, Charles R. Mueller & Sons, Inc. received Human Rights approval on October 17, 2007;
 
RESOLVED, That City Council approve the issuance of a purchase order to Charles R. Mueller & Sons, Inc. for the purchase of one 2007 Zamboni model 545 propane powered ice resurfacer at $72,245.00 and one 2007 Zamboni model 545 gasoline powered ice resurfacer at $72,055.00 for a total amount of $144,300.00;
 
RESOLVED, That $113,000.00 of the purchase be allocated from the approved 2008  Fleet and Facilities Unit budget and $31,300.00 for the purchase is included in the Parks Maintenance and Capital Improvements Millage for fiscal year 2008; and
 
RESOLVED, That the City Administrator is authorized to take the necessary actions to implement this resolution.
