Memorandum
Attached for your review and approval is a resolution which authorizes the purchase of 15 additional seats of Cityworks enterprise asset management software and the renewal of the Cityworks annual maintenance and support agreement with Azteca Systems.
 
Cityworks is a Geographical Information System (GIS) centric asset management system used for managing asset and maintenance activities by public works organizations.  Cityworks uses a central database to create and track service requests and work orders based upon a customer request or preventative maintenance schedules for assets.  The strength of Cityworks is that by being GIS centric, work can be managed on a geographical basis, allowing for productivity to be maximized by optimizing staff deployments and work orders by geographic vicinity instead of just task type.
 
Cityworks has been implemented within Public Services' Call Center, Solid Waste, Systems Planning, Utilities Field Operations, Forestry Field Operations, Parks Field Operations, Transportation and Technical Services Units, as well as within Safety Services' Community Standards.  Additional implementation plans are in place for Streets Maintenance, Signs and Signals, and the Water Treatment Plant as well as a website for Citizens to request and track service requests.
 
The maintenance and support agreement includes technical support and periodic upgrades for Cityworks.  The City's current agreement with Azteca Systems includes 20 named (single seat) and 10 concurrent (floating) licenses and one web interface license.  
 
The additional 15 Cityworks seats are allocated as follows:
-      9 single seat licenses for general Field Operations
-      4 single seat licenses for Technical Services Unit tablets
-      2 single seat licenses for Water Treatment Plant workstations
 
The annual maintenance cost of $30,860.00 and additional purchase cost of $29,925.00 is included in the FY2008 Information Technology budget and Azteca Systems received Human Rights and Living Wage approval on January 17, 2007.

Whereas, The City uses Cityworks to geographically optimize staff deployments and work orders resulting in more effective use of the City's maintenance staff and resources;
 
Whereas, Purchasing 15 additional single seat licenses of Cityworks is necessary for continued implementation of enhanced business processes for the Public Services area;
 
Whereas, Renewing the annual maintenance and support agreement with Azteca Systems is necessary to receive application updates and maintain customer support of the Cityworks system;
 
Whereas, Funding for the 15 additional Cityworks licenses and annual maintenance and support agreement is budgeted for and available in the FY 2008 Information Technology Fund;
 
Whereas, Azteca Systems is the sole source provider of Cityworks software; and
 
Whereas, Azteca Systems received Human Rights and Living Wage approval on January 17, 2007;
 
RESOLVED, That City Council approve a purchase order with Azteca Systems for the purchase of 15 additional single seat Cityworks licenses and the renewal of the Cityworks software maintenance and support agreement for FY2008 in the amount of $60,785.00 to be expended without regard to fiscal year; and
 
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this Resolution.
