Memorandum

Attached for your review and approval is a resolution authorizing an amendment to the agreement with Complete Corporate Solutions, Inc. (CCSI) to provide professional services for necessary enhancements to Re-Enact, a web-based application necessary to permit 3rd party access to the 15th District Court operational data. 

 

For archival purposes the Court is required to retain “look-up” capabilities on its operational data for the foreseeable future, and by law must provide for 3rd party access to these public records.  The Re-Enact application replaced the eNact Case Management Software system, operated by the Washtenaw County Trial Court and whose vendor ceased operations on December 31, 2005.

 

CCSI, Inc. received Human Rights and Living Wage approval on April 30, 2007.

 

The 15th Judicial District Court is part of the Supreme Court of Michigan administrative and organizational structure.

Whereas, The 15th Judicial District Court was using the eNACT case management software system which is managed by Washtenaw County;

 

Whereas, The eNACT system vendor ceased operations on December 31, 2005;

 

Whereas, The Trial Court has cut the 15th Judicial District Court off from the eNACT system, and has removed all 15th District Court records from eNACT;

 

Whereas, City Council approved a contract with CCSI on May 7, 2007, to  provide the Court with access to data in the now defunct eNACT software application;

 

Whereas, The Re-Enact system designed by CCSI is now available to the Court and permits viewing of historical data;

 

Whereas, There are additional hours required to implement all of the necessary functionality needed to access historical data required to conduct routine court operations for the 15th District Court;

 

Whereas, The 15th Judicial District Court is part of the Supreme Court of Michigan administrative and operational structure; and funding for this project is from the approved FY2008 Information Technology Services Fund; and

 

Whereas, CCSI, Inc. received Human Rights and Living Wage approval on April 30, 2007;

 

RESOLVED, That City Council approve Amendment No. 1 to the contract with CCSI, Inc. for enhancements of the Re-Enact web-based application to provide 3rd party access to District Court historical data at a cost not to exceed $20,000.00 for these additional services; 

 

RESOLVED, That the Mayor and Clerk be authorized and directed to execute the contract amendment with Complete Corporate Solutions, Inc (CCSI), after approval as to substance by the Court Administrator, Court Judge and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this Resolution regardless of fiscal year.
