Memorandum
The attached resolution authorizes the purchase of a 2007 John Deere model 1565 commercial six-foot wide mower at $30,033 and a 2007 John Deere model 1600 commercial eleven-foot wide mower at $43,024 for a total of $73,057 through the Cooperative Purchase provision of the 2007 State of Michigan Extended Purchasing contract.
 
These will replace a 1993 and a 1997 six foot wide mowers currently being used by the Field Operation Unit.  Both of these mowers have experienced a substantial increase in repair costs.  The repair cost for the 1993 mower has increase by 341% and the 1997 mowers cost has increase by 209% from fiscal year 2006 to fiscal year 2007.
 
The model 1565 mower will be upgraded over the unit it replaces to include a cab and snow broom to allow the machine to be used in the winter months for side walk snow removal.  The model 1600 mower is also upgraded to increase the width of the mower deck from six foot to eleven foot.  The extra width is needed to maintain the increased mowing frequency of the City's parks
 
The John Deere Company of Cary, NC (unit will be delivered, set up and serviced by Thesier Equipment Company of South Lyon, MI) was awarded Contract Number 071B6200191 by the State of Michigan, for Lawn & Garden Equipment.  This contract is part of the States extended purchasing program, which allows local government agencies to purchase off it through the Cooperative Purchase provision
 
The Fleet and Facility Unit has budgeted adequate funds for the replacement of the mower and the Field Operations General Fund has budgeted adequate funds for the purchase of the upgrades to the mowers.
 
John Deere Company received Human Rights approval on September 5, 2007.

Whereas, The Fleet & Facility Unit needs to purchase replacement mowers for the City's fleet;
 
Whereas, Competitive bids were received by the State of Michigan;
 
Whereas, John Deere Company of Cary, North Carolina, received the contract for Lawn & Garden Equipment; and
 
Whereas, John Deere Company received Human Rights approval on September 5, 2007;
 
RESOLVED, That City Council approve the issuance of a purchase order to the John Deere Company in the amount of $73,057 for the purchase of one 2007 John Deere model 1565 commercial mower at $30,033 and one 2007 John Deere model 1600 commercial mower at $43,024 with $33,524 from 2008 budgeted Motor Equipment Funds and $39,533 from Field Operations General Fund 2008 budget with the funds to be available without regard to fiscal year;
 
RESOLVED, That the mowers being replaced, nos. 6890 and 6891 be sold at the next City vehicle auction after delivery of new units; and
 
RESOLVED, That the City Administrator is authorized to take the necessary actions to implement this resolution.
