Attached for your review and approval, please find a resolution approving a professional services agreement for consulting services in the amount of $42,674.00 with CDM Smith, Inc. for the Surface Water Intake Protection Plan.   

To ensure that the City of Ann Arbor continues to provide the highest-quality drinking waters for the community, a Source Water Assessment is routinely completed.  The assessment must complete an analysis for all sources of public drinking water that will (1) define source-water areas, (2) list potential contaminant sites and contaminants of concern, and (3) determine raw water susceptibility to contamination.

 

The assessment process for these source-waters includes reviewing water quality monitoring records and identifying potential contaminant sources.  Assessments include local data on land-use, potential contamination sources (sewer outfalls, leaking storage tanks, air deposition, etc.), information from local water plant personnel (intake construction and location, influent quality, effects of weather, pond currents, etc.), and centralized State and Federal data resources (census data, permitted discharges, etc.).

 

This project continues and advances local source-water protection initiatives that will protect drinking water and improve watershed protection.  The proposed agreement between CDM Smith, Inc. and the City of Ann Arbor includes all the required professional services to perform this study. 

 

The City issued a Request for Proposals (RFP) No. 956 for professional services to complete a Surface Water Intake Protection Plan.  CDM Smith, Inc. was selected from two prospective consultant teams that responded to RFP No. 956.  A selection committee comprised of City staff reviewed the proposals.  Both consultant teams were selected for follow-up presentations and interviews.  The selection criteria were as follow: 30% - Proposed Work Plan; 40% - Professional Qualifications; 20% - Past Involvement in Similar Projects; 10% Fee Proposal.  As such, this selection of the consultant was not solely based on cost. 

 

                     Original Bid price for CDM:                                          $59,231.00

o                     negotiations were made to streamline the proposed work plan, thus reducing the cost.

                     Original Bid Price for TetraTech:                     $39,000.00

 

The committee selected CDM Smith, Inc. for this study based on their exceptional proposed work plan, project knowledge, previous project expertise, and their competitive fee schedule.

 

CDM Smith, Inc. complies with the City’s non-discrimination and living wage ordinances. 

 

Budget Impact:

 

Funding for this work is available from the approved Water Treatment Plant FY16 and proposed FY 17 Operations and Maintenance budget of the Water Supply System Fund.

 

Sustainability Framework:

 

The proposed work completed under this project furthers the Sustainable Systems, Clean Air and Water, and Healthy Ecosystems goals of the City’s Sustainability Framework.

Whereas, It is now necessary to enter into an agreement with CDM Smith, Inc. for the professional services associated with the study;

 

Whereas, Funding for this work is available from the approved Water Treatment Plant FY16 and proposed FY 17 Operations and Maintenance budget of the Water Supply System Fund, if so approved by City Council; and

 

Whereas, CDM Smith, Inc. complies with the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That Council approve a Professional Services Agreement with CDM Smith, Inc. in the amount of $42,674.00 for the Surface Water Intake Protection Plan;

 

RESOLVED, That the funds be made available without regard to fiscal year;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the Public Services Administrator and the City Administrator; and

 

RESOLVED, The City Administrator be authorized and directed to take the necessary administrative actions to implement this resolution.
