Memorandum
On December 7, 2015 City Council approved Resolution R-15-400 directing staff to reduce the General Fund Community Events budgeted funds by $1,000.00 and to re-allocate these monies to the General Fund Public Services Administration area to establish and fund a Bike Light Giveaway Program for the residents of Ann Arbor. These funds were sufficient to purchase 285 bike light kits. However, 490 requests for bicycle lights have been received from City residents to-date; and, though the rate has slowed, requests continue to be received by staff.

Additionally, it has been noted that the getDowntown Program is providing reflective bike straps as part of their safety bike light giveaway program to downtown employees. The bike straps were not part of the original Council sponsored program, but they are an effective tool for increasing visibility and safety, and would further increase the visibility of City residents who are part of the City Bike Light Giveaway Program.

The attached resolution would appropriate $2,800.00 from the General Fund fund balance to purchase an additional 300 bike lights and 585 reflective bike straps to fill all the orders from Ann Arbor residents received to-date and anticipated through the end of the current City Fiscal Year, as part of the Bike Safety Light Giveaway Program.
