Resolution to Approve the Purchase of One Asphalt Paver, One Asphalt Roller/Compactor and Two Trailers from Michigan Cat (State of Michigan MiDeal Contract) ($225,618.00)

Memorandum

The attached resolution authorizes the purchase of one 2016 LeeBoy model 8500C asphalt paver at $141,638.00, one 2016 Caterpillar model CB34B compactor at $52,217.00, one Trail King model TK24LP tilt deck trailer at $19,783.00 and one Trail King model TKT14U utility trailer at $11,980.00 for a total of $225,618.00 through the 2016 State of Michigan’s MiDeal cooperative purchasing contract (contract # 071B1300092).

 

The LeeBoy paver will replace a 1999 unit that has been in service for 17 years and has 2,160 hours of operation. Over its service life it has averaged over one breakdown per month and the total repair cost exceeds 300% of the original purchase price.

 

The Caterpillar compactor will replace a 2001 compactor that has been in service for over 14 years and has 1,266 hours of operation. Over its service life it has averaged one breakdown every two months and the total repair costs have exceeded 46% of the original purchase price.

 

The two Trail King trailers will be used to move the paver and compactor and will replace two 1999 trailers. The trailers have been in service for 17 years and the repair cost for each has exceeded their original purchase price by over 300% for each unit.

 

Both the paver and compactor will be equipped with Tier 4 diesel engines. The Tier 4 engine is the cleanest class of off road engine available. The purchase follows the goals and guidelines of the City’s Green Fleet Policy.

 

Michigan Cat of Novi, MI was awarded Contract Number 071B1300092 by the State of Michigan, for Earth Moving and Work Zone Safety Equipment and Road Maintenance Equipment. This contract is part of the MiDeal cooperative purchasing program.

 

The Fleet & Facility Unit has budgeted $151,615.00 in their FY 2016 budget for these purchases. Of the remaining amount, $3,833.00 will come from the Street Maintenance Unit’s FY 2016 Major Street Maintenance operations and maintenance budget and $70,170.00 from its FY 2016 Local Street Maintenance operations and maintenance budget.

 

Michigan Cat complies with the requirements of the City’s non-discrimination ordinance.

Whereas, Competitive bids were received by the State of Michigan;

 

Whereas, Michigan Cat of Novi, MI, received the contract for Road Maintenance Equipment; and

 

Whereas, Michigan Cat complies with the requirements of the City’s Non-Discrimination Ordinance;

 

RESOLVED, That City Council approve the issuance of a purchase order to Michigan Cat in the amount of $225,618.00 for the purchase of one 2016 LeeBoy model 8500C asphalt paver at $141,638.00, one 2016 Caterpillar model CB34B compactor/roller at $52,217.00.00, one 2016 Trail King model TK24LP trailer at $19,783.00 and one 2016 Trail King model TKT14U trailer at $11,980.00 for a total of $225,618.00;

 

RESOLVED, That $151,615.00 come from the FY 2016 Fleet and Facility Unit’s approved budget, that $3,833.00 come from the FY 2016 Street Maintenance Unit’s approved Major Street Maintenance budget and that $70,170.00 come from the FY 2016 Street Maintenance Unit’s approved Local Street Maintenance budget; with the funds to be available without regard to fiscal year;

 

RESOLVED, That the units being replaced, nos. 4361, 4400, 4863 and 4887 be sold at the next City vehicle auction after delivery of new units; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
