Memorandum

The attached resolution authorizes the purchase of two 2016 Toro model 7210 commercial six-foot wide mower/snow broom combination units at $39,691.81 each, one 2016 M&B Broom for $5,400.00 and three 2016 Toro model 5910 16’ wide area mowers at $100,529.90 each for a total of $386,373.32 through the 2016 State of Michigan’s MiDeal cooperative purchasing contract (contract # 071B0200329).

 

The Toro model 7210 Groundsmaster is equipped with a 72 inch zero turn mower deck during the summer months and then will be converted into a tracked unit with enclosed cab to which we will mount a 60” snow broom, a 60” snow blower, or a 60” snow blade depending on the area to be cleared and the depth of the snow.

 

These units will replace two 2009 Toro model 7210 mower/brooms. They have 1708 and 1605 hours of operations respectively and have had increased repair costs and downtime. Over the five year life for these units they have each averaged over one breakdown per month and repair costs have exceeded 150% of the original purchase price.  The snow brooms, snow blowers, and snow blades originally purchased with these units will be retained to be used on the new units with the exception of one broom, which has been damaged and needs to be replaced.

 

As mowers, these units will be utilized to mow preferred areas such as baseball fields and renovated athletic fields at Fuller Park and Olson Parks respectively as well as general park space. When converted to snow removal, these units provide the flexibility and adaptability to switch attachments in less than 2 minutes allowing staff to adjust and adapt to the variety of snow events we encounter. These units are narrow and extremely maneuverable which, in addition to clearing park pathways, will allow us to remove snow on the downtown heavy traffic route and narrow bridge walkways more expeditiously and with less hand work, thus improving productivity and reducing staff time.

 

The Toro model 5910 wide area mower is a four wheel drive, zero turn mowing unit that is equipped with three mowing decks capable of mowing a 16 foot wide cut, giving each of these units a 100 acre per hour cutting capacity.

 

These units will replace three 2009 Toro 5910 mowers which require increasing repairs due to age and hours of use. They have 1808, 2990, and 1403 hours of operation respectively. Each unit has averaged over four breakdowns per month over their five year life. One unit has experienced repair costs that exceeded 450% of its original purchase price and the remaining two units repair costs have exceeded 140% of each original purchase price. These new units will be utilized to mow the large park spaces throughout the system.

 

Spartan Distributors of Sparta, MI was awarded Contract Number 071B0200329 by the State of Michigan, for Lawn & Garden Equipment.  This contract is part of the MiDeal cooperative purchasing program.

 

The Fleet & Facility Unit has budgeted $353,614.00 in their FY 2016 budget for this purchase. The remaining $32,759.32 will come from the Park and Public Space Unit’s FY 2016 General Fund operations and maintenance budget.

 

Spartan Distributors complies with the requirements of the City’s non-discrimination ordinances.

Whereas, Competitive bids were received by the State of Michigan;

 

Whereas, Spartan Distributors of Sparta, MI, received the contract for Lawn & Garden Equipment; and

 

Whereas, Spartan Distributors complies with the requirements of the City’s Non-Discrimination Ordinance;

 

RESOLVED, That City Council approve the issuance of a purchase order to Spartan Distributors in the amount of $386,373.32 for the purchase of two 2016 Toro model 7210 commercial mower with Polar Trac conversion kit at $39,691.81 each, one M&B model MCT broom at $5,400.00, and three 2016 Toro model 5910 wide area mowers at $100,529.90 each for a total of $386,373.32;

 

RESOLVED, That $353,614.00 come from the FY 2016 Fleet and Facility Unit’s approved budget and the remaining $32,759.32 come from the Park and Public Spaces Maintenance Unit’s approved FY 2016 General Fund Operations and Maintenance budget with the funds to be available without regard to fiscal year;

 

RESOLVED, That the units being replaced, nos. 6451, 6875, 6876, 6877, 6878 and 6879 be sold at the next City vehicle auction after delivery of new units; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
