Memorandum

Attached for your review and approval is a resolution to award a contract to LiquiForce Services (USA), Inc. in the amount of $283,500.00 for the East Huron Street (Business I-94) Sewer Lining Project.

 

Presently, the 18” sanitary sewer line at the intersection of Huron Street and Glen Avenue has multiple cracks and fractures and it has been recommended to be lined.  In depth investigation revealed that the upstream manhole is not constructed directly over the sewer line, but located approximately 5-7 feet southwest. This configuration would not allow for a typical lining procedure to be implemented. 

 

At the same time, the downstream brick manhole, located within Glen Avenue near the intersection with Huron Street is in a deteriorated condition and contains two pipes, the 18” sanitary pipe as well as a 36” storm pipe separated in the manhole only by a weir wall. It is recommended that this cross connection to be eliminated and the manhole be rehabilitated in order to provide water proofing, sealing, structural reinforcement, and corrosion protection.

 

Because of the unique circumstances and challenges associated with this project, City Staff opted to issue a Request For Proposal, rather than a typical Invitation To Bid. This allows the proposing party to recommend and implement construction methods to resolve the issues at this location.

 

On November 5, 2015, a request for proposal for East Huron Street (Business I-94) Sewer Lining Project was issued (RFP-935), and proposals from three contractors were received on December 2, 2015. A team of staff members reviewed the proposals and selected LiquiForce Services (USA), Inc. based on their professional qualifications, past involvement with similar projects, proposed work plan, and fee quotations.

 

The construction of the project is scheduled to begin in March 2016 and be completed in April 2016.

 

The contractor on this project complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

 

Budget/Fiscal Impact

 

Funding for this work is available in the approved sanitary sewer capital budget.

Whereas, The existing sewer structure at the intersection of Huron Street and Glen Avenue is in a deteriorated condition and contains a potential sanitary sewer and storm sewer cross connection which needs to be eliminated;

 

Whereas, LiquiForce Services (USA), Inc. of Romulus, MI has submitted to the City a proposal for the necessary services in amount of $283,500.00;

 

Whereas, It is now necessary to enter into a contract with LiquiForce Services (USA), Inc. for the East Huron Street (Business I-94) Sewer Lining Project;

 

Whereas, Funding for this project is available in the approved sanitary sewer fund capital budget; and

 

Whereas, LiquiForce Services (USA), Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances;

 

RESOLVED, That a contract in the amount of $283,500.00 be awarded to LiquiForce Services (USA), Inc. for the East Huron Street (Business I-94) Sewer Lining Project;

 

RESOLVED, That a contract contingency amount of $50,000.00 be established and that the City Administrator be authorized to approve additional change orders to the construction contract with LiquiForce Services (USA), Inc. not to exceed $50,000.00 in order to satisfactorily complete this project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator;

 

RESOLVED, That the City make the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution, including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
