Memorandum
The attached resolution authorizes the purchase of one 2016 Spaulding model RMV-CS250 crack sealer with air compressor for a total of $50,375.00 based on the competitive bid issued by the Ottawa County Road Commission on June 26, 2012.

The crack sealer will be used to improve our program of preventive road maintenance activities which reduce long term operational costs of the City's roads and pathway network. Crack sealing is an industry recognized best practice to extend the life of paved assets. Sealing of cracks on roads and paths that are in good condition prevents water infiltration that damages the road base and enhances the road surface usability to all network users including bicyclist.

In June 2012, the Ottawa County Road Commission issued a bid for a trailer mounted crack sealer with air compressor. Spaulding Manufacturing, Inc. was the lowest of the four responses received. Through their dealer, Bell Equipment Company, they have agreed to waive all price increases over the last three and half years and allow the City to purchase the same unit at the price given to the Ottawa County Road Commission. The City's purchasing office has reviewed the Ottawa County bid and concurs that it meets the City's purchasing requirements.

Adequate funding for this purchase is available in the FY 2016 Local Street Maintenance operations and maintenance budget. Funding from Public Act 252 supplemental road maintenance funding from the State of Michigan will be used in part to fund this purchase.

Bell Equipment Company complies with the requirements of the City's non-discrimination ordinance.
