Memorandum
The City Charter requires City Council appointment of the Police Chief. The attached resolution provides for the appointment of James Baird as the Ann Arbor Police Chief.

Mr. Baird has served as Interim Police Chief since August 1, 2015. Mr. Baird was hired by the City of Ann Arbor as a Patrol Officer in January 11, 1993 and rose to Deputy Chief of Police, in May 5, 2013. Mr. Baird's law enforcement experiences include basic patrol duties, county responsibilities such as SWAT, command management and operational responsibilities as a Sergeant and as a Lieutenant.

Mr. Baird's administrative experience includes Professional Standards Lieutenant, Crime response Unit Sergeant, and Command management as a Sergeant and Lieutenant. While Interim Police Chief, Mr. Baird has also effectively operated as a member of the City's administrative leadership team.

Mr. Baird received a Bachelor of Arts, from Michigan State University and has continued his education and professional development at Staff and Command, Eastern Michigan University, MACP New Chiefs School.

Mr. Baird is qualified to serve the City Police Chief and City Council's consent and approval of his appointment is recommended.

Whereas, James Baird was selected by the Interim City Administrator as the successful candidate for the position of Ann Arbor Chief of Police after a national search and a thorough selection process with participation by police department personnel, community members, city managers, service area administrators, former City Administrator, and City Attorney;

Whereas, Section 12:1(b) of the Ann Arbor City Charter provides that the Police Chief shall be appointed by the City Council on recommendation of the City Administrator;
