Title

Resolution to Split the Precinct Boundary for Precinct 4 in the First Ward, Creating a New Precinct 2 and Precinct 4, in Order to Balance the Number of Registered Voters and Voter Turnout

Body

Whereas, The City of Ann Arbor Election Commission must finalize any precinct boundary changes for the 2016 election cycle not later than 210 days prior to the August 2016 Primary Election, pursuant to MCL 168.661;

Whereas, Precinct 4 in the First Ward currently has almost 2500 registered voters and had extremely long lines in Presidential Election 2012;

Whereas, New development in the downtown, including the newly constructed Foundry Lofts, will continue to increase the voter registration numbers in Precinct 4;

Whereas, Splitting Precinct 4 to create two new precincts would balance the voter registration numbers in the campus and downtown area of the First Ward, resulting in a less lopsided Election Day turnout;

Whereas, The new Precinct 4 would continue to be located at the Ann Arbor Community Center; and

Whereas, The new Precinct 2 would be co-located with the existing Precinct 3 at Community High School to allow for a consolidated precinct and efficient use of resources in smaller local elections;

RESOLVED, That the new voting boundaries for Precincts 2 and 4 in the First Ward as indicated on the attached Precinct Map and Precinct Description be approved;

RESOLVED, That the new precinct boundaries as indicated on the attached Precinct Map and Precinct Description be effective January 1, 2016;

RESOLVED, That the City Clerk be authorized to take any administrative action necessary to implement this resolution; and

RESOLVED, That a certified copy of this Resolution be forwarded to the Washtenaw County Clerk and the Michigan Secretary of State, Bureau of Elections.
