Resolution Accepting Annual Renewal Recommendations of the Council Liquor License Review Committee and Setting Hearings for Non-Renewal of Liquor Licenses
Memorandum
The Council Liquor License Review Committee has completed its annual review process required by Chapter 109 of the Ann Arbor City Code of all on-premises liquor licenses in the City of Ann Arbor.
The attached resolution requests acceptance of the Recommendations of the Council Liquor License Review Committee on setting hearings for non-renewal for the following liquor license holders:
• Liquor License No. Class C-115576-2015 held by The Arena, Inc. (d/b/a The Arena) (Business ID 140967) for outstanding personal property tax due and payable to the City as of the date of the Annual Review (Section 9.79(b) Ann Arbor City Code).
• Liquor License No. Class C-230685-2015 held by 5Z Restaurants Ann Arbor, LLC (d/b/a Burgerfi) (Business ID 232181) for outstanding personal property tax and other outstanding obligations due and payable to the City as of the date of the Annual Review (Section 9.79(b) Ann Arbor City Code)
• Liquor License No. Class C Resort-22467-2015 held by Fantastic Restaurants, LLC (d/b/a Tony Sacco’s) (Business ID 229549) for outstanding personal property tax and other outstanding obligations due and payable to the City as of the date of the Annual Review (Section 9.79(b) Ann Arbor City Code)
• Liquor License No. Class C Resort-221688-2015 held by What Crepe Ann Arbor, LLC (d/b/a What Crepe?) (Business ID 230295) for outstanding personal property tax and other outstanding obligations due and payable to the City as of the date of the Annual Review (Section 9.79(b) Ann Arbor City Code)
• Liquor License No. Class C Resort-231031-2015 held by City, LLC (d/b/a Zola Bistro) (Business ID 233093) for outstanding personal property tax due and payable to the City as of the date of the Annual Review (Section 9.79(b) Ann Arbor City Code)
The Committee recommends all other on-premises liquor licenses be renewed for the current annual renewal period.

Whereas, The Annual Liquor License Renewal process, including any hearing on the question of non-renewal, must be completed before March 31, 2016;
Whereas, The Council Liquor License Review Committee has completed its annual review of on-premises liquor licenses in accordance with Section 9:79 of the Ann Arbor City Code;
Whereas, After investigation and receipt of recommendation from City service areas, the Council Liquor License Review Committee recommends non-renewal of the on-premises liquor licenses for the following license holders:

Whereas, The Council Liquor License Review Committee recommends a Hearing Date of Friday, February 26, 2016 be set for hearing the above matters;
Whereas, City Council has previously appointed Councilmember Jane Lumm, Chair of the Council Liquor License Review Committee, as Hearing Officer to conduct the required hearings and reappointment of Councilmember Lumm is requested by the Committee; and
Whereas, The Council Liquor License Review Committee recommends that all other on-premises licenses not specifically named above be renewed without objection;
RESOLVED, That City Council accept the recommendation that the above matters be set for hearing for the reasons stated and that all other on-premises liquor licenses be renewed for the current annual renewal period; and
RESOLVED, That City Council hereby appoints Councilmember Jane Lumm as its Hearing Officer for the above matters and sets the Hearing Date for non-renewal of liquor licenses on Friday, February 26, 2016 at 9:00 a.m.
