Resolution to Approve Contracts for Environmental Site Assessment Services per Request for Proposals # 932 with Tetra Tech, Envirologic Technologies Inc., and DLZ Not to Exceed $30,000.00 Each Firm with Two One-Year Renewal Options

Memorandum

Attached for your review and action is a resolution to approve contracts with environmental site assessment (ESA) firms determined to be qualified to provide ESA services in connection with the acquisition of development rights, conservation easements and fee simple purchases for parkland.  Funding for these contracts is in the Open Space and Parkland Preservation Millage Proceeds.

Request for Proposals were requested from professional ESA firms to conduct Phase I Environmental Site Assessments (ESAs) and additional investigations as may be required or requested by the City, including but not limited to Phase II ESAs, Baseline Environmental Assessments (BEAs) and Environmental Compliance Audits (ECAs) (collectively “Environmental Site Assessment Services”) on properties within the City and/or Greenbelt District.  More specifically, firms that have experience in providing environmental site assessment services, in relation to conservation and open space easements, farmland developments rights and for the purchase, in whole or in part, of the real property.  Qualifications were reviewed and three firms have been selected to provide competitive quotations on various ESA requests in connection with the City of Ann Arbor Parks and Open Space Program (commonly known as the Greenbelt Program.)

The qualified ESA firms will execute contracts for services with the City and must satisfy all compliance requirements as stated in the Request for Proposals for Environmental Site Assessment Services, RFP #932.  They will receive bids as released for ESA work of one or more parcels.  Bids will be awarded on the basis of past performance and the ability to complete the ESA report based upon the information contained in the bid form, including any limit / maximum amount of work the firms can accept during the 12 month contract period.

The resolution requests approval of a 12-month contract for each firm, not to exceed $30,000 and authorization for the City Administrator to approve two additional one-year renewal contracts, at the City option, if deemed in the best interest of the City.
