Resolution to Appoint Derek L. Delacourt as Community Services Area Administrator Effective February 29, 2016

Memorandum

The attached resolution provides for the appointment of Derek L. Delacourt as the Ann Arbor Community Services Area Administrator contingent upon the completion of a thorough background check process.

 

A national search developed candidates for the position of Community Services Area Administrator and a thorough selection process involving Community Service department personnel, community members, city managers, service area administrators, Interim City Administrator, and City Attorney was conducted.

 

Derek L. Delacourt has served as Director, Community & Economic Development for the City of Ferndale, Michigan since March 2011.

 

Prior to his appointment as Director, Community & Economic Development for the City of Ferndale, Mr. Delacourt progressed to the level of Deputy Director, Planning and Development serving the City of Rochester Hills from December 2000 to March 2011.

 

Mr. Delacourt holds a Bachelor of Arts Degree in Urban and Regional Planning from Eastern Michigan University, and is currently pursuing a Master’s of Public Administration from Oakland University.

 

The Interim City Administrator has determined that Derek L. Delacourt is qualified to serve as the City of Ann Arbor Community Services Area Administrator, upon completion of a successful background check and with an effective start date of February 29, 2016 and will be appointed to the position by the Interim City Administrator after Council consent in accordance with Resolution 191-5-04 (May 17, 2004).

Whereas, Derek L. Delacourt was selected by the Interim City Administrator for appointment to the position of Ann Arbor Community Service Administrator after a national search and a thorough selection process with participation by Community Service department personnel, community members, city managers, service area administrators, Interim City Administrator, and the City Attorney;

 

Whereas, Derek L. Delacourt has served as Director, Community & Economic Development for the City of Ferndale, Michigan since March 2011 and, Mr. Delacourt progressed to the level of Deputy Director, Planning and Development serving the City of Rochester Hills from December 2000 to March 2011;

 

Whereas, Mr. Delacourt holds Bachelor of Arts Degree in Urban and Regional Planning from Eastern Michigan University, and is currently pursuing a Master’s of Public Administration from Oakland University;

 

Whereas, Resolution 191-5-04 (May 17, 2004) provides that each Service Area Administrator shall be appointed by the City Administrator, with the consent of Council; and

 

Whereas, Derek L. Delacourt is qualified to serve and the Interim City Administrator has chosen to appoint him to the position of Community Services Area Administrator upon completion of a successful background check ;

 

RESOLVED, That City Council does hereby consent to the Interim City Administrator’s appointment of Derek L. Delacourt to the position of Community Services Area Administrator, effective February 29, 2016.
