Resolution to Approve an Agreement with the Ann Arbor Area Transportation Authority for Modifications to the South Maple Road & Scio Church Road Intersection

Memorandum

Attached for your review and approval is a resolution to authorize an agreement with the Ann Arbor Area Transportation Authority (“The Ride”) to make traffic control modifications to the intersection of South Maple Road & Scio Church Road.

 

As part of their expansion of service, The Ride is modifying their bus routes in this area such that a bus will now need to make a right turn from southbound Maple Road to westbound Scio Church Road.  In order to accommodate this turn by busses, the traffic signal and stop bar on the west leg of Scio Church need to be moved approximately 80 feet to the west.

 

As the City of Ann Arbor Field Operations crews have the expertise to complete this work, the Ride has requested that the City perform the work. The cost of this work is estimated at approximately $56,855, and will be paid for by The Ride, including any overages that may be incurred during the completion of the work.

 

The attached document outlines the terms of the agreement between the City and the Ride to complete the work described above.

 

Budget/Fiscal Impact

 

The cost for this work will be paid for entirely by The Ride.  The work will have some operational impacts on Field Operations crews, as they will be performing the work, however this has been coordinated and scheduled well in advance.

Whereas, the Ann Arbor Transportation Authority (“The Ride”) contacted the City about additional fixed route services requiring coaches traveling along southbound South Maple Road to complete right turning movement onto westbound Scio Church Road;

 

Whereas, the City and the Ride conducted field verification test on September 23, 2015 to determine what traffic control improvement items are necessary.

 

Whereas, the Ride requested that the City implement the traffic control improvement items as outlined in the attached agreement;

 

Whereas, the City and the Ride have reached an understanding with each other and desire to enter into this Agreement to establish the rights and responsibilities of the Ride and the City relative to the work, including the funding and method of payment.

 

RESOLVED, That City Council approves the attached Agreement with the Ann Arbor Transportation Authority for traffic control modifications to the intersection of South Maple Road and Scio Church Road;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
