Memorandum
Attached is a resolution to authorize a service purchase order with Belfor Property Restoration for cleaning and sanitation services for sanitary sewer backups at private properties.

The City of Ann Arbor contracts for basement cleaning and sanitation services after a sanitary sewer backup that results from a blockage or a surcharge in city owned and maintained sanitary sewer. The offered services will include sanitation and debris removal, but will not include repair or restoration to the property.

The Public Services Area solicited bids, ITB-4410, for emergency cleaning and sanitation services with a contract period of January 1, 2016 through December 31, 2018 and Belfor Property Restoration Services was the lowest responsible bidder. Three other companies responded to the Invitation to Bid: Modernistic, Du-All Cleaning Inc., and MBCM, Corp. The bids of Du-All Cleaning Inc and MBCM, Corp. were incomplete and so were disqualified.

The contract for services may be renewed for two (2) additional one (1) year periods, subject to the availability of funding.

Belfor Property Restoration Services complies with the City's non-discrimination and Living Wage ordinances.

Budget Impact:
Funds are available in the FY16 approved Sewage Disposal System operations and maintenance budget. Future contract years are subject to City Council approval of the annual budget appropriation. The contract is an as-needed services contract and as such, no minimum amount is guaranteed.
