Attached for your review and approval is a resolution to authorize an agreement with the Ann Arbor Downtown Development Authority ("DDA") to participate in design costs for the reconstruction of North Fifth Avenue and Detroit Street.

The DDA has a desire to improve the streetscape within the Kerrytown area and approached the City to discuss how to incorporate this work into the City's upcoming North Fifth Avenue Reconstruction project, which includes road reconstruction, water main replacement, intersection improvements, and stormwater management. After the discussions, the City and the DDA agreed to the DDA hiring an engineering firm to design the streetscape work in addition to the City's infrastructure improvements. Because all these design elements impact each other, it was determined to be the best course of action to have all of the design work performed at the same time. Upon further discussion, the design of Detroit Street within the Kerrytown area was also included in the scope, as many of the same design elements would need to be incorporated from North Fifth Avenue, and public engagement could be performed all at once for this sensitive area.

The DDA conducted a formal RFQ process and awarded the contract to the engineering and public engagement team of SmithGroupJJR ("Consultant"). The Consultant will work closely with the City's project manager as well as the DDA's project manager to assure that all elements of the design for the project are synchronized. Construction for this project is presently scheduled for 2018.
