Whereas, Section 257.662 of the State of Michigan Motor Vehicle Code (MVC) requires, "A bicycle...being operated on a roadway between 1/2 hour after sunset and 1/2 hour before sunrise shall be equipped with a lamp on the front which shall emit a white light visible from a distance of at least 500 feet to the front and with a red reflector on the rear which shall be visible from all distances from 100 feet to 600 feet to the rear when directly in front of lawful lower beams of head lamps on a motor vehicle. A lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to the red reflector.";

Whereas, It is in the interest of all transportation users to increase cyclists' visibility;

Whereas, On December 3, 2015, the getDowntown Program, in partnership with the Ann Arbor DDA, established a program providing bike lights and reflective gear to downtown employees; and

Whereas, The getDowntown Program has received a number of requests for these materials from Ann Arbor residents who are not employed in the downtown; and

Whereas, By partnering with the getDowntown Program, the City of Ann Arbor hopes to encourage additional partnerships to promote cycling safety and to provide safety equipment and educational material, especially for those who cannot afford such equipment; and

Whereas, For mid-year expenditure increases, Council typically identifies a source of offsetting revenue or reduced expenditure; and

Whereas, The General Fund Community Events fund process was completed earlier this fiscal year with $1,000.00 remaining unspent, and there are no pending applications for this use.

RESOLVED, That the Ann Arbor City Council directs staff to reduce the Community Events budgeted funds by $1,000.00 and re-allocate these monies to the Gen...
