Resolution to Contract Stormwater Services with the Washtenaw County Water Resources Commissioner ($110,000.00)

Memorandum

The City of Ann Arbor and the Washtenaw County Water Resources Commissioner (WCWRC) have a long history of collaboration on stormwater projects. Successful projects include: Malletts Creek Restoration; County Farm Park Stormwater Improvements; demonstration rain gardens; Mary Beth Doyle Park and Wetlands Restoration; Miller Avenue Stormwater Improvements; and the Traver Creek Streambank Stabilization Project

 

Financial benefits from this partnership can be measured by the amount of grant dollars, loans and principle forgiveness received for projects within the City. Since 2010, the City has financed an overall amount of $16,466,790.00 spent for $25, 167,185.00 of project value of stormwater-related projects through the WCWRC. In addition, the City received $3,006,572.00 of grant monies for stormwater-related projects.

 

Stormwater within the City is a shared responsibility with the WCWRC, as the City and County drainage systems are interconnected. As stormwater management and flooding mitigation have become City priorities, an increased level of project-specific work has been required of WCWRC. The WCWRC prepares grant applications, administers grants and loans, and coordinates and manages projects.

On August 7, 2000, City Council approved resolution R-397-8-00 directing the Malletts Creek Restoration activities be coordinated through the WCWRC.  To continue to foster coordination of stormwater activities, on June 2, 2008, City Council approved resolution R-08-228 to fund collaboration with the WCWRC at $35,000.00 per year.  On April 20, 2009, City Council approved resolution R-09-129 to increase the funding for collaboration to $62.970.00/year to fund the added level of effort put forth by the WCWRC on these projects.

On September 20, 2010, City Council approved resolution R-10-333 authorizing a service purchase order with the WCWRC in the amount of $69,215.00 in FY11 and four 1-year extensions with an allowance for a 3% funding increase each year. In 2014, the contract was amended with an increase of $30,000.00 to address additional needs.  As a result, the WCWRC services increased to $107,902.08 for FY15, the final year of this contract.

The attached resolution would approve a service order for $110,000.00 in FY16 with the WCWRC to provide stormwater services which will benefit the City, including applications and administration of grants and loans, project coordination and miscellaneous services.  Additionally, it will permit four 1-year extensions of the service order with a not-to-exceed 3% annual funding increase, if both the City and the WCWRC are agreeable.

 

Budget/Fiscal Impact:

Funding is available in FY16 System’s Planning Stormwater Operations and Maintenance budget.  Extensions would be subject to funding approval in subsequent years’ budgets.

Work completed under this contract moves the City towards implementing the Sustainable Systems, Healthy Ecosystem and Clean Air and Water goals of the City’s Sustainability Framework.

Whereas, It is desirable to continue this collaboration;

 

Whereas, Stormwater and flooding issues have become a priority for the City, resulting in an increased level of service and work effort being required of Washtenaw County Water Resources Commissioner;

 

Whereas, On September 20, 2010, City Council approved resolution R-10-333 authorizing a service purchase order, including four 1-year extensions, with the Washtenaw County Water Resources Commissioner to provide collaborative stormwater services that benefit the City, including applications and administration of grants and loans, project coordination and miscellaneous services; and

 

Whereas, Funding for these services are included in the approved FY 2016 System’s Planning Stormwater Operations and Maintenance budget and from subsequent years’ budgets if so approved by Council.

 

Resolved, That Council approves a service order to the Washtenaw County Water Resources Commissioner for an amount of $110,000.00 in FY16 to provide stormwater services which will benefit the City;

 

Resolved, That Council approves four 1-year extensions (subject to available funding) of the service order with an allowance for a 3% funding increase each year;

 

Resolved, That the City Administrator be authorized to renew the service order for up to four 1-year periods at the rate specified in this Resolution, provided both parties agree to an extension and subject to available funding; and

 

Resolved, That the City Administrator be authorized to take all necessary actions to implement this resolution.
