Resolution to Appoint James E. White as Police Chief Effective January 11, 2016
Memorandum
The attached resolution provides for the appointment of James E. White as the Ann Arbor Police Chief contingent upon the completion of a thorough background check process.
A national search developed candidates for the position of Police Chief and a thorough selection process involving police department personnel, community members, city managers, service area administrators, City Administrator, and City Attorney was conducted.
James E. White has served as an Assistant Police Chief for the Detroit Police Department, City of Detroit, Michigan since February 2013.
Prior to his appointment as an Assistant Chief of the Detroit Police Department, Mr. White progressed through the police ranks in Detroit, serving as Police Officer, Sergeant, Lieutenant, Commander and Deputy Chief.
Mr. While holds an Associate of Arts, General Studies Degree from Wayne County Community College, a Bachelor of Arts Degree in Sociology from Wayne State University and is currently pursuing a Master’s of Science Degree in Counseling from Central Michigan University.
James E. White is qualified to serve and is recommended to Council for appointment as Ann Arbor Police Chief, upon completion of a successful background check and with an effective start date of January 11, 2016.

Whereas, James E. White was selected by the City Administrator as the successful candidate for the position of Ann Arbor Chief of Police after a national search and a thorough selection process with participation by police department personnel, community members, city managers, service area administrators, City Administrator, and the City Attorney;
Whereas, James E. White has served as an Assistant Police Chief for the Detroit Police Department, City of Detroit, Michigan since February 2013, and previously held positions in the Detroit Police Department of Police Officer, Sergeant, Lieutenant, Commander and Deputy Chief;
Whereas, Mr. While holds an Associate of Arts, General Studies Degree from Wayne County Community College, a Bachelors of Arts Degree in Sociology from Wayne State University and is currently pursuing a Master’s of Science Degree in Counseling from Central Michigan University;
Whereas, Section 12:1(b) of the Ann Arbor City Charter provides that the Police Chief shall be appointed by the City Council on recommendation of the City Administrator;
Whereas, the City Administrator recommends James E. White’s appointment as Police Chief; and
Whereas, James E. White is qualified to serve and is recommended to Council for appointment as Ann Arbor Police Chief upon completion of a successful background check;
RESOLVED, That City Council does hereby appoint James E. White as City of Ann Arbor Police Chief, effective January 11, 2016.
