Resolution to Approve Transportation Alternative Program Project Funding of the Gallup Park Pathway

Memorandum

Attached for your review and action is a resolution to approve a Transportation Alternatives Program Grant from SEMCOG and MDOT to fund improvements to the Gallup Park Pathway. The City of Ann Arbor was awarded $447,500.00. This grant will fund renovation of the path from the Geddes Dam at the east end of the Gallup Park Pathway to the parking lot east of Huron Parkway.

 

Budget/Fiscal Impact: The Parks and Recreation Maintenance and Capital Improvements Millage will provide funding for construction for the grant match in the amount of $200,000.00 for the $447,500.00 grant for a total construction project budget of $647,500.00. These funds are already approved in the FY16 parks capital budget.

 

The City is committing to owning, operating, and funding/implementing a maintenance plan/program over the design life of the facility constructed with TAP funds.

 

The Gallup Park Pathway is an important part of the Border to Border Trail (B2B) and the State of Michigan Iron Belle Trail that runs through the City along the Huron River connecting communities across Washtenaw County. The Gallup pathway is one of the most popular segments of the B2B in the County, serving as both a recreational and commuter route.

 

The pathway is in need of repair of the asphalt and widening to 10 feet to meet the current American Association of State Highway and Transportation Officials (AASHTO) Standards. The project will improve user safety and accommodate the diverse user groups that ride, walk, rollerblade, and commute along this trail. The Parks and Recreation Open Space Plan specifically states the need for the renovation of trails systems throughout Gallup Park. These improvements are also noted in the CIP.

Whereas, City Council approved Resolution R-14-109 authorizing application to SEMCOG and MDOT for a Transportation Alternatives Program (TAP) grant to fund renovations of the Gallup Park segment of the Border to Border Trail that runs through the City along the Huron River connecting the communities of Washtenaw County;

 

Whereas, The City of Ann Arbor has been awarded the applied for TAP program grant, a program which was established by the Moving Ahead for Progress in the 21st Century (MAP-21), Public Law 112-141, and codified at Section 213 and 101(a)(29) of Title 23, United States Code (U.S.C.); 

 

Whereas, The Gallup Park Border to Border Trail Reconstruction is an approved capital improvement project as noted in the City of Ann Arbor FY2015 Capital Improvement Plan (CIP);

 

Whereas, The City of Ann Arbor has designated funds to provide matching construction funds in the amount of $200,000, being 30.89% of the total TAP project costs, in its approved FY16 Parks and Recreation Maintenance and Capital Improvement Millage budget which are available for expenditure;

 

Whereas, The City of Ann Arbor has committed to funding of the Gallup Park Border to Border Trail Reconstruction, as specified in the TAP application, the construction, operation and on-going maintenance costs for this TAP project after construction; and

 

Whereas, The City of Ann Arbor supports this project and understands that two resolutions must be submitted in connection with the award, one pre-implementation committing the non-federal funding for the project and another at the time the project is formally under contract with MDOT; 

 

RESOLVED, That the City of Ann Arbor owns and commits to continue to own the Gallup Park segment of the Border to Border Trail Reconstruction (hereafter the Facility) over the design life of the Facility;

 

RESOLVED, That the City of Ann Arbor is committed to construction of the Facility and has approved the necessary funding in its FY16 budget for local (non-federal) match funds and related non-participating costs to be expended during the life of the project without regard to fiscal year;

 

RESOLVED, That the City of Ann Arbor commits to funding, implementing and operating a maintenance program over the design life of the Facility constructed with TAP funds from available Parks and Recreation Maintenance and Capital Improvement millage funds and/or City general funds;

 

RESOLVED, That the Parks and Recreation Manager is designated as the City’s agent for purposes of project development and TAP grant administrative actions, including the authority to execute on behalf of the City the required project agreement and such other documents as MDOT may reasonably request subject to approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator is authorized and directed to take such other actions as may be necessary to implement this Resolution.
