Resolution to Approve a Contract with Kirila Fire Training Facilities, Inc. for a Mobile Live / Training Simulator ($347,777.00)
Memorandum
The attached resolution seeks approval for a purchase order with Kirila Fire Training Facilities, Inc. for a regional shared Mobile Live / Training Simulator dual Trailer. This purchase will allow the Ann Arbor Fire Department along with fifteen other regional fire departments to train on needed and required training disciplines.
Budget/Fiscal Impact: Resolution R-15-0008 established and appropriated funding to a major grant fund account for the project ($392,754.00) which including funding from the following sources: U.S. Department of Homeland Security to the Ann Arbor Fire Department ($357,050.00), Fire Services approved FY2016 budget ($35,704.00).
Kirila Fire Training Facilities, Inc. was the lowest and only valid bid received. Kirila has been involved in the design, construction, refurbishment, and service of fire training systems since 1997 and is headquartered in Brookfield, Ohio. Kirila is currently the preferred vendor for all Air Force Civil Engineering Support Agency’s (AFCESA) Aircraft Fire Training Facilities (AFTF) across the United States. In 2010 Kirila expanded into the municipal fire training market including computerized live fire training utilizing both natural gas and propane. Kirila currently has contracts with over fifty (50) active service contracts with in the continental US. Kirila also provides 24/7 customer service for fifty-two (52) weeks a year with fleet to respond to remote locations if a customer’s need can’t be resolved over the phone.
The mobile training facility will help comply with the Michigan Occupational Safety and Health Administration (MIOSHA) mandated firefighter training requirements. The trailer simulator will provide live fire, ventilation, forcible entry, standpipe, sprinkler, rappelling, confined space and self-contained breathing apparatus training.
With this recommended purchase, Kirila Fire Training Facilities Inc. will provide the Ann Arbor Fire Department a complete parts and service warranty for a period of five (5) years.
Kirila Fire Training Inc. complies with the requirements of the City’s Non-discrimination and Living Wage ordinances.

Whereas, Part of the city’s commitment is to providing its fire fighting personnel a safer and more professional workforce and a need to provide a facility to conduct consistent safe training;
Whereas, The fire departments need a training facility to comply with the Michigan Occupational Safety and Health Administration (MIOSHA) mandated firefighter training requirements;
Whereas, Kirila Fire Training Facilities, Inc. was the lowest and only valid received bid through a formal Request for Proposal process;
Whereas, Kirila Fire Training Facilities, Inc. has been involved in the design, construction, refurbishment, and service of fire training systems since 1997 and is headquartered in Brookfield, Ohio;
Whereas, Kirila Fire training Facilities, Inc. is a proven leader for Fire Training Facilities and Props and currently have over fifty (50) active contracts including Air Force Civil Engineering Support Agency’s (AFCESA) Aircraft Fire Training Facilities (AFTF) across the United States;
Whereas, Kirila Fire Training Facilities Inc. provides 24/7 customer service for fifty-two (52) weeks a year with available fleet to respond to remote locations when needed;
Whereas, Kirila Fire Training Facilities, Inc. complies with the requirements of the City’s Non-discrimination and Living Wage ordinances; and
Whereas, City Council has previously accepted a grant from the U.S. Department of Homeland Security to the Ann Arbor Fire Department and allocated additional funds from the Fire Services approved FY2016 budget for acquisition of training facility and related project costs;
RESOLVED, That City Council approve a contract with Kirila Fire Training Facilities, Inc. for a Mobile Live /Training Simulator in the amount of $347,777.00 with funding for the purchase to be available regardless of fiscal year; and
RESOLVED, That the City Administrator is authorized and directed to take all necessary actions to implement this Resolution.
