Resolution to Approve a Contract with Phoenix Contractors, Inc. for ITB No. 4406 - Council Chamber Renovations Project Phase 2 ($117,700.00)
Memorandum
We recommend your approval of the attached resolution authorizing a contract in the amount of $117,700.00, with Phoenix Contractors, Inc., for the phase 2 renovation work in the council chambers located in the Guy C. Larcom City Hall. The work under this contract includes demolition of the existing council workstation and public seating area, asbestos abatement, replacement of partition walls, and the construction and installation of a new workstation. Additional work in the scope of the phase 2 renovation project, but outside of this contract, will include a new ADA compliant podium, public seating, and technology improvements.

Funding for the project was included in the approved FY 2016 General Capital Fund. Higher than expected costs ($34,000) resulting from required wage rates will be funded from he City Hall Environmental Controls project that was approved in the FY 2016 General Capital Fund (00CP). The work planned under the Environmental Controls project has been completed and adequate funds remain for completing the the Council Chamber Renovations project as planned.

A request for bids for the proposed renovation work was solicited under ITB No. 4406 and five bids were received on October 13, 2015. Staff evaluated the bids and recommends that Phoenix Contractors, Inc. of Ypsilanti, MI, the lowest responsible bidder, be awarded the contract.

The resolution includes a recommended 10% project contingency of $11,770.00 to cover potential contract change orders to be approved by the City Administrator if necessary.

Phoenix Contractors, Inc. complies with the requirements of the City's prevailing wage, living wage and non-discrimination ordinances.
