Memorandum

This memorandum and resolution requests approval of Amendment No.1 to the Professional Services Agreement with Tetra Tech of Michigan, PC for the Manchester Tank Coating Project.

 

The Manchester tank is a 500,000 gallon steel spheroid elevated water tank located near the corner of Stadium Blvd. and Washtenaw Avenue.  The existing coating has exceeded its service life and has developed corrosion. Removal of the existing coating and recoating is necessary to extend the service life of the water tank.  The scope of this project was to prepare contract documents for the repainting of the elevated tank exterior, portions of the interior, and other miscellaneous improvements.  This project was included in the approved CIP for FY16.

 

The contract documents were originally bid back in May 2015 as one single contract.  However, the bidding environment was not competitive.  Based upon feedback from the bidders, the project was divided into the two separate contracts to generate greater interest among contractors and painters.

 

Council approved a consulting services agreement for $127,780.00 and contingency in the amount of $13,000.00 on November 17, 2014 as part of Resolution No. R-14-383 to complete this work.  Earlier in 2015, Tetra Tech exhausted the contingency funds approved by Council as part of Resolution No. R-14-383.

 

Amendment No. 1 to the Professional Services Agreement with Tetra Tech of Michigan, PC for a total of $26,900.00 reflects the additional consulting services required to execute the changes described below:

                     Design changes associated with added items including sump pump modifications, overflow channel replacement, electrical and communication improvements, tank vent replacement and separating the project into two separate contracts.

 

                     Additional bidding assistance to rebid the project as two separate contracts thereby generating a more favorable bidding environment.

 

                     Additional construction administration in managing two separate contracts versus one single contract.

 

                     Additional construction hours associated with additional shop drawings and observation for added items.

 

It is recommended that Amendment No. 1 to the Professional Services Agreement in the amount of $26,900.00 be approved.

 

Tetra Tech of Michigan, PC complies with the City’s Living Wage and Non-discrimination Ordinances.

 

Funding for this project is available in the approved Water Supply System Capital Budget.  This resolution will bring the total value of engineering services with Tetra Tech of Michigan, PC to $167,680.00.

Whereas, It is necessary to complete the Manchester Tank Coating Project to perform repair work, improve safety, remove corrosion, recoat the exterior and dry interior, and extend the service life of the elevated tank;

 

Whereas, The Manchester Tank Coating Project will repair critical infrastructure that has reached the end of its service life;

 

Whereas, Funding is available in the approved Water Supply System Capital Budget;

 

Whereas, Tetra Tech of Michigan, PC, as the design engineer for the Manchester Tank Coating Project, is uniquely qualified to complete the expanded scope of work because of their intimate knowledge this project; and

 

Whereas, Tetra Tech of Michigan, PC complies with the City’s Living Wage and Non-discrimination Ordinances.

 

RESOLVED, That the Amendment No. 1 in the amount of $26,900.00 to the Professional Services Agreement with Tetra Tech of Michigan, PC be approved;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute Amendment No. 1 to the Professional Services Agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney;

 

RESOLVED, That the City make the following declaration for the purpose of complying with the reimbursement rules of Treas. Reg. 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds;

 

RESOLVED, That funds for this project are available for the life of the project without regard to fiscal year; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
