Memorandum

Attached for your review and action is a resolution to award a computer equipment contract to Advanced Wireless Telecom ($57,564.47, Bid No. ITB-4403) for the Rugged Computer Tablets, Mounting Equipment and Installation project. 

 

This resolution supersedes City Council Resolution R-15-172 approved on 6/1/2015.  The City determined an Invitation to Bid would result in the best price and services due to contractual limitations with the MiDEAL purchasing program through the State of Michigan.

 

Fiscal/Budget Impact:  The funding for replacement of the Fire Mobile Computers was budgeted and approved in the FY2015 Information Technology Services Unit budget, and is planned for in the approved FY2016 IT Fund Fund Budget as part of annual computer replacement program for all City computers. The budget includes the purchase of 10 Ruggedized Computer Tablets, associated mounting hardware and installation costs.

 

Rugged mobile data computer technology solutions are used by local police and fire agencies. The use of this highly specialized and integrated mobile data solution allows many public safety organizations across Washtenaw County to maintain a common computing platform, share dispatch and scene information across agency and government boundaries, and improve public safety responsiveness and the overall safety of the Ann Arbor and Washtenaw County communities.  As such, the Panasonic Ruggedized Computer Tablets have been determined by the Fire Department to be the best source for obtaining compatible equipment for fire emergency response.

 

In response to our invitation to bid (ITB-4403), three (3) bids were received on Wednesday August 26, 2015.  The low bid from Advanced Wireless Telecom of $57,564.47 meets the equipment and installation requirements of this computer replacement project.

 

Advanced Wireless Telecom complies with the requirements of the City’s Non-discrimination and Living Wage ordinances.

Whereas, The City of Ann Arbor requires that efficient and interoperable information sharing services be maintained for public safety agencies, allowing for the effective delivery of safety services within the City of Ann Arbor and throughout Washtenaw County;

 

Whereas, The use of this highly specialized and integrated technology service allows safety organizations across Washtenaw County to share dispatch and scene information across agency and government boundaries improving public safety responsiveness and the overall safety of the Ann Arbor and Washtenaw County communities;

 

Whereas, Advanced Wireless Telecom submitted the lowest responsible bid to ITB 4403 and meet the equipment and installation requirements of the City computer replacement project;

 

Whereas, Advanced Wireless Telecom complies with the requirements of the City’s Non-discrimination and Living Wage ordinances; and

 

Whereas, The funding for replacement of the Fire Department Mobile Computers was budgeted and approved in the FY2015 Information Technology Services Unit budget, and is planned for in the FY2016 IT Fund Budget as part of five year computer replacement program;

 

RESOLVED, That City Council approve a purchase order with Advanced Wireless Telecom  in the amount of $57,564.47; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this Resolution regardless of fiscal year.
