Memorandum
The attached resolution authorizes the purchase of a 2015 Elgin Pelican series street sweeper, for the total amount of $202,172.40, from Bell Equipment Company, Lake Orion, Michigan. This unit will replace a 2005 street sweeper used by the Public Services Area, Field Operations Unit.

The sweeper being replaced has been in service ten years and has 7,000 hours of use. Over the last two years, this unit has been to Fleet Service for maintenance and repairs 46 times, of which 42% have been for breakdowns. The total cost of all repairs over the same time frame have exceeded $68,100.00 Not only are the repairs costly but the excessive down time is crucial as there are no backup or spare sweepers in the fleet.

The Field Operation Unit currently operates a fleet of four mechanical (Pelican series) street sweepers and one vacuum street sweeper. The four Pelicans are used to pick up the larger items and the majority of small debris. The vacuum is used as a second or "finishing" sweeper to pick up the small debris that the mechanical sweepers cannot pick up.

The four mechanical sweepers are comprised of two that require water to be sprayed on the roadway to keep the dust down during the sweeping operation and two "'waterless" units. Waterless sweepers have skirting that completely surrounds the bottom of the unit to contain the dust. Although a waterless unit does a better job of picking up the "fines" or smallest debris off the road, its skirting prevents the unit from picking up larger items like cups and cans. Both types of sweepers are needed to maintain the City's streets. The unit being replaced and the one we propose to purchase spray water to control dust.
