Resolution to Approve the Purchase of Four John Deere 72” Front Deck Mowers from Deere & Company ($115,311.96)

Memorandum

The attached resolution authorizes the purchase of four 2015 John Deere model 1580 four wheel drive, commercial front deck mowers at $28,827.99 each for a total amount of $115,311.96, from Deere & Company, Cary, North Carolina. 

 

These units will replace a 1998 front deck mower, a 1999 front deck mower, a 2003 front deck mower, two 2007 zero turn mowers, two 2007 walk behind mowers and a 2008 front deck mower used by the Public Services Area, Field Operations Unit.

 

The 1998 and 1999 front deck mowers where originally purchased for mowing the landfill and compost sites. They are currently used to mow the landfill and City parks. They have been in service for 16 years. The 1998 unit has 2575 hours and the 1999 unit has 2945 hours of operation. Over the last two years, each unit has been to Fleet Service for maintenance and repairs 25 times, of which 20% have been for breakdowns. The total cost of all repairs over the same time frame has exceeded $20,470.00 on the 1998 unit and $15,500.00 on the 1999 unit. These two units will be replaced by one mower that will be used to mow the landfill and City parks when needed.

 

The 2003 front deck mower has been in service for 12 years and has 2365 hours of operation. Over the last two years, this unit has been to Fleet Service for maintenance and repairs 16 times, of which 44% have been for breakdowns. The total cost of all repairs over the same time frame has exceeded $6,420.00. The excessive down time is affecting our ability to maintain our mowing schedule across the City’s park system.

 

The four 2007 mowers, two zero turn and two walk behind mowers have smaller decks and have proven to be less efficient than the mowers with front mounted decks. We are requesting that they be replaced by one front deck mower.

 

The 2008 front deck mower has been in service for 7 years and has 957 hours of operation. Over the last two years, this unit has been to Fleet Service for maintenance and repairs 19 times, of which 43% have been for breakdowns. The total cost of all repairs over the same time frame has exceeded $9,090.00. This unit is a two wheel drive version of the unit we propose to replace it with. Replacing it with the four wheel drive unit will allow us to operate on hilly terrain and under moist conditions without damaging the turf in the parks.

 

Deere & Company was awarded the bid for Lawn & Garden - Heavy Equipment by the State of Michigan through its MiDeal Cooperative Purchasing Program.

 

The Fleet and Facility Unit and the Solid Waste Fund have budgeted adequate funds for this purchase.  Deere & Company complies with the requirements of the City’s non-discrimination ordinances.

Whereas, Deere & Company was awarded the bid for Lawn & Garden - Heavy Equipment by the State of Michigan through its MiDeal Cooperative Purchasing Program; and

 

Whereas, Deere & Company complies with the requirements of the City’s non-discrimination ordinances;

 

RESOLVED, That City Council approve the issuance of a purchase order to Deere & Company for the purchase of four 2015 John Deere model 1580 commercial front deck mowers at $28,827.99 each for a total amount of $115,311.96;

 

RESOLVED, That $86,483.97.00 for the purchase of three mowers come from the FY2016 Motor Equipment budget with funds to be available without regard to fiscal year;

 

RESOLVED, That $28,827.99 for the purchase of one mower come from FY2016 Solid Waste Fund operating and maintenance budget with funds to be available without regard to fiscal year;

 

RESOLVED, That the mowers being replaced (nos. 6865, 6866, 6867, 6868, 6872, 6874, 8918, and 8919) be sold at the next City vehicle auction; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
