Your approval is requested to award a contract in the amount of $393,927.15 to C.A. Hull Co., Inc. (C.A. Hull) to construct the 2015 Wastewater Treatment Plant (WWTP) Access Bridge Repair Project.

Work to be done under this project includes removal of timber debris upstream of the piers, removing and replacing pier diaphragms, partial cleaning and coating of structural steel, chipping and patching of the substructure, crack injection on the substructure, placing scour countermeasures, cleaning expansion joints, brush and tree removal and slope restoration.

The bridge is a single lane vehicular structure constructed in 1934 and traverses the Huron River. The bridge also conveys three sanitary sewers and one natural gas line. The most recent improvements to the bridge were made in 2000 when the deck was overlaid, the railings and guardrails were replaced, the expansion joints were replaced and the substructure was patched.

Based on bi-annual inspections since 2000, a major bridge replacement project was anticipated and scheduled for 2017. However, a thorough inspection performed during 2014 revealed that the bridge has significant metal and concrete corrosion but is in better condition than anticipated. Implementing the repair project at this time will be more cost efficient and will postpone the need for bridge replacement by extending the life of the existing bridge for another ten to fifteen years with scheduled maintenance.

Because only one bid was received, WWTP staff surveyed contractors that initially considered bidding the project. The primary reasons for not bidding this project included late season scheduling issues, specialized and challenging work, higher risk underwater work and equipment and an inability to compete with local contractors.
