Memorandum
The attached resolution is requesting approval to close North University Street between Thayer and Fletcher Streets for the University of Michigan Office of Development's Community Festival on Friday, October 9, 2015. The event itself will start at 5:00 PM and end at 7:00 PM with the additional time to be used for set-up and break-down of the event.

The sponsor, the University of Michigan Office of Development, is presenting a Community Festival during its Homecoming and Reunions Weekend to bring together the general public, UM students, staff and alumni to celebrate being an important part of the University of Michigan.

While the event is being denied by City Police due to its taking place on a home game weekend, this event will be supervised by the UM Police Department. UM staff is also coordinating with the State Street Area Association, who is presenting a resolution to Council for a Homecoming Block Party at the same time. Their event closes North University from State Street to Thayer.

Notification of the street closure will be through the City's website and GovDelivery, press releases and other resources through the University of Michigan at least one week prior to the event.

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets, and will reimburse the City for all event expenses.
