Memorandum

Attached for your review and approval is a change order to the Construction Services Agreement with Precision Concrete, In. (Bid No. 4260) for the 2015 Sidewalk Repair Project.

 

Budget Impact

The project is funded from the approved Street Resurfacing and Sidewalk Repair Millage capital budget. A construction services agreement was approved by City Council on March 16, 2015 for a total authorized amount of $143,000.00. Change Order No. 1 in the amount of $132,000.00, increases the total authorized amount to $275,000.00.

 

The Sidewalk Cutting Project is in process of repairing deficient sidewalks in approximately 20% of the City in 2015, as part of the fourth year of a 5-year program to perform repairs on the City’s entire sidewalk system.

 

The scope of the work for this contract includes cutting "vaulted" or "displaced" joints in sidewalk slabs where the vertical displacement is greater than ½ inch in height. Vertical displacements greater than 1 inch in height are generally considered to be too large for cutting and are typically planned to be removed and replaced with new concrete. By horizontally cutting sidewalk that is in otherwise good condition, full removal and replacement can be avoided.  Based on the current unit prices for this year's ramp and sidewalk project, on average the cutting of one transverse joint will save the City about $164 per location compared to full replacement for a typical sidewalk slab.

 

Quantities of work for sidewalk repairs are based solely on engineers’ estimates made at the beginning of the construction season. Field conditions determine the actual amount of work needed. Inspections in the field have found more opportunities to utilize this technology than previously estimated. This increase in authorized cutting quantities provides an opportunity to extend the taxpayer dollars that fund the project to repair more sidewalks than could be accomplished by replacement of concrete only.

 

Precision Concrete has provided concrete cutting services to the City as a subcontractor, and subsequently as the prime contractor since 2013. Based on Precision Concrete’s previous performance, and the cost effectiveness of the repairs, City staff recommends that a change order be approved in order to perform additional cutting in lieu of slab replacements.

 

Funding for this change order is available within the existing project budget.

 

Precision Concrete, Inc. complies with the City of Ann Arbor’s Non-Discrimination and Living Wage Ordinances.

Whereas, The 2015 Ramp & Sidewalk Repair Project is necessary to maintain high quality pedestrian facilities in the City of Ann Arbor;

 

Whereas, Horizontal cutting of sidewalk to eliminate vertical sidewalk displacements is a cost-effective and low impact solution to assist the City in repairing sidewalks;

 

Whereas, Precision Concrete, Inc. has been awarded a service agreement for the 2015 construction season for a base amount of $130,000.00, plus a contingency of $13,000.00, for a total authorized amount of $143,000.00;

 

Whereas, Precision Concrete, Inc. is performing sidewalk cutting to the satisfaction of the City; and

 

Whereas, Precision Concrete, Inc. complies with the City of Ann Arbor’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That Change Order No. 1 to the construction service agreement with Precision Concrete, Inc. for the concrete cutting portion of the 2015 Ramp & Sidewalk Repair Project, in the amount of $132,000.00 be approved; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
