Resolution to Approve Street Closure of State Street between South University and William Streets for the University of Michigan Office of New Student Programming’s Post-Convocation Events on Friday, September 4, 2015 from 5:00 PM until 12:00 Midnight on Saturday, September 5, 2015

Memorandum

The attached resolution is requesting approval to close State Street between South University and William Streets for Post-Convocation Picnic event on Friday, September 4, 2015 from 5:00 PM until 12:00 AM on Saturday, September 5, 2015 for the University of Michigan Center Welcome to Michigan program.  The annual New Student Convocation program will release at 6:30 PM and a crowd of approximately 6000 attendees will proceed to the Angell Hall Lawn for a picnic dinner service.  The event will start at 6:45 PM and will lead directly into other programming opportunities in the immediate area at both the Michigan Union, University of Michigan Museum of Art (UMMA), and the Diag and will end at 12:00 AM. 

 

The sponsoring units, the University of Michigan Office of New Student Programs and the University of Michigan Center for Campus Involvement, are offering several programs that evening to provide an positive and safe option for incoming students during a high risk time (Friday night).  Program elements will include a dinner picnic dinner for approximately 6000 attendees, as well as welcome programs in both the Michigan Union, UMMA, and the Diag.  To ease the congestion in the area and to allow for safer conditions and simpler routing of the 6000 attendees to the events, a closure of State Street between South University and East William is requested. 

 

While the events are targeted for current UM students, and the picnic is ticketed event given to all attendees at New Student Convocation, the event site and common spaces will be accessible to normal, public pedestrian and emergency traffic.

 

Notification of the street closure will be through the City’s website and GovDelivery, press releases and resources through the University of Michigan at least one week prior to the event.

 

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets, and will reimburse the City for all event expenses.

Whereas, It will be necessary to close South State Street between South University and William Streets from 5:00 PM on Friday, September 4, 2015 until 12:00 Midnight on Saturday, September 5, 2015;

 

Whereas, The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets, and will reimburse the City for all event expenses; and

 

Whereas, Notification of the street closing will be through the City’s website as well as press releases and resources through the University of Michigan;

 

RESOLVED, That City Council approves the closing of South State between South University and William Streets from 5:00 PM on Friday, September 4, 2015 until 12:00 Midnight on Saturday, September 5, 2015.
