Memorandum

Attached for your review and consideration is a resolution to authorize the award of a two-year construction contract to Saladino Construction Co., Inc. in the amount of $285,275.00 for the Miscellaneous Concrete Repairs Project.

 

The project was advertised for bid on City's website and on the Michigan Inter-governmental Trade Network (ITB-4393) with the plans and specifications being available to interested contractors. Two bids were received and publically opened on July 9, 2015.  The lowest responsible bid was from Saladino Construction Co., Inc. in the amount of $285,275.00.  Attached is a tabulation of the bids received for the project.

 

This contract will be utilized by the Field Operations Services Unit to perform as-needed concrete repairs throughout the City in support of ongoing maintenance and repair of City infrastructure.  The Miscellaneous Concrete Repairs Project is created as a unit price contract with the understanding that the actual quantities used in construction will vary.

 

The contract shall include the option to approve an extension for up to one additional two-year period for a total of $570,550.00 with the same terms and conditions if deemed in the best interest of the City and if funding is available.

 

Budget Impact

Funding is available in the various approved FY 16 Operation and Maintenance and Capital budgets within Public Service Area and is anticipated to be available in future fiscal years, if so approved by City Council.  As tasks are performed, their associated costs will be charged to the appropriate funding sources.

 

Saladino Construction Co. Inc. complies with the City's Non-Discrimination and Living Wage Ordinances.

Whereas, The Miscellaneous Concrete Repairs Project is necessary to support the maintenance operations of the Field Operations Services Unit;

 

Whereas, Two competitive bids (ITB-4393) were received by the Procurement unit on July 9, 2015 and Saladino Construction Co., Inc. was the lowest responsible bidder with a submitted bid of $285,275.00;

 

Whereas, Funding is available within the approved FY 16 Public Services Operation and Maintenance and Capital Budgets and is anticpated to be available in future fiscal year budgets, if so approved by City Council and will be allocated based on the actual scope of the project; and

 

Whereas, Saladino Construction Co., Inc. complies with the City’s Non-discrimination and Living Wage Ordinances;

 

RESOLVED, That Council approve the award of a contract to Saladino Construction Co., Inc. in the amount of $285,275.00 for the Miscellaneous Concrete Repairs Project;

 

RESOLVED, That a contingency in the amount of $28,527.50 be approved to cover potential change orders to the contract, subject to the approval of the City Administrator;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator;

 

RESOLVED, That the City Administrator be authorized to renew the contract for up to one additional two-year period with the same terms provided both parties agree to an extension and subject to the availability of funding; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
