Resolution No. 4 - Confirming the Geddes Avenue Curb & Gutter Special Assessment

Attached for your review and approval is Resolution No. 4 confirming the Special Assessment Roll for the Geddes Road Curb & Gutter - Special Assessment, District No. 505 File No. 2013-037
During design of the Geddes Avenue Improvements project it was determined that curb and gutter is necessary along the approximate eastern half of the project due to steep grades and the desire to narrow the extent of impacts. With curb, the extent of grading associated with the roadway and sidewalk can be reduced thus minimizing impacts to the adjacent slopes and trees/vegetation. The curb also provides a means to convey stormwater and structurally protect the pavement edge.
Resolution 2 established the estimated cost of the project and the estimated project revenue sources and directing the preparation of the special assessment roll was approved by Council on July 20, 2015. Resolution No. 3, approved by Council on July 20, 2015 scheduled the Public Hearing for August 6, 2015.
The total amount to be special assessed for the curb and gutter cost is $15,429.00.
It is recommended that there be three annual payments. This is derived at by considering the total amount due for the Geddes Avenue improvement project.

Whereas, City Council, after due and legal notice, has met for the purpose of reviewing the Special Assessment Roll prepared for the purpose of assessing the private property’s share of the cost of the new curb and gutter on the eastern half along Geddes Avenue between Huntingdon and Gallup Park, District No. 505, File No. 2013-037;
Whereas, City Council has heard all persons interested in the necessity of the improvement or aggrieved by the Special Assessment Roll and has considered any and all objections thereto; and
Whereas, City Council is satisfied with said Special Assessment Rolls,
RESOLVED, That said Geddes Avenue (Huntingdon to Gallup Park) - Curb and Gutter Special Assessment Roll as prepared by the City Assessor be hereby confirmed in the amount of $ 15,429.00, and that the total cost, the sum of $15,429.00 shall be paid by special assessment upon the property specially benefited within the City; and
RESOLVED, That the Special Assessment Roll shall be three equal payments, which will commence on June 1, 2017.
