Attached for your review and consideration is a resolution to authorize the award of a construction contract to Amcomm Telecommunications Inc. in the amount of $40,870.00 for the Seventh Street Conduit Directional Boring Project.

The project was advertised for bid on City's website and on the Michigan Inter-governmental Trade Network (ITB-4398) with the plans and specifications being available to interested contractors. Five bids were received and publically opened on June 4, 2015. The lowest responsible bid was from Amcomm Telecommunications Inc. in the amount of $40,870.00. Attached is a tabulation of the bids received for the project.

This project will allow connection of the Pauline and Seventh Street intersection to the City's traffic control network and expand the University of Michigan Transportation Research Institute's (UMTRI) Connected Vehicle Program. This intersection is a major source of congestion during UM athletic events and these upgrades are intended to support the broader deployment of connected vehicle infrastructure and address specific traffic problems during large events. The University of Michigan is expected to reimburse the City's costs at project completion.

Adding this intersection to the traffic control network requires the installation of buried electrical conduit and handholes along Seventh Street from Stadium to Pauline. The City will support the UMTRI with the installation of this infrastructure, and will be reimbursed for all costs incurred by the City related to this installation. The City will benefit from the expansion of the overall traffic control network.
