Attached for your review and approval is a resolution to award a contract to Bailey Excavating, Inc. in the amount of $845,894.00 for the Devonshire, Belmont, Londonderry Water Main Replacement Project.
The existing watermain in this neighborhood has experienced frequent breaks, is undersized, and is in poor condition. This project will replace the existing water main with approximately 3,500 feet of new 8-inch watermain along Devonshire Street between Londonderry and Belmont, along Londonderry Street between Devonshire Street and Belmont and along Belmont Street between Londonderry and Devonshire. It will also include the replacement of some storm sewer structures, some aggregate base, and related work. The final street resurfacing, including placement of the concrete curb and gutter, drive approaches, and bituminous pavement will be performed under separate contract by the 2015 Street Resurfacing Project, following the watermain installation.
In response to our invitation to bid (ITB-4373), six (6) bids were received on Tuesday, April 21, 2015. The low bid from Bailey Excavating, Inc. of $854,893.50 is approximately 2% lower than the Engineer's Estimate.
The construction of the project is scheduled to begin in June of 2015 and to be completed in September of 2015.
Bailey Excavating, Inc. complies with the requirements of the non-discrimination and living wage ordinances.
Budget/Fiscal Impact
The current City of Ann Arbor Capital Improvements Plan (CIP) includes project UT-WS-08-20, the Devonshire, Belmont, Londonderry Water Main Replacement Project. The total cost of the project is estimated at $1,265,243.00.
