Resolution to Approve the Purchase of Polymer from Polydyne Inc. for the Wastewater Treatment Plant, ITB-4386 ($218,800.00 per year estimated)
Memorandum
Your approval is requested to authorize the purchase of polymer (approximately 30,000 gallons) from Polydyne Inc. (Polydyne) for the City's Wastewater Treatment Plant (WWTP) for one year at an estimated cost of $218,800.00, and to authorize up to three one-year renewals by mutual agreement between the City and Polydyne.
The WWTP has two gravity belt thickeners and three dewatering centrifuges to improve the plant's ability to thicken and dewater biosolids for land application or landfill disposal. Biosolids must be conditioned with polymers to ensure functionality and optimal performance of the gravity belt thickeners and centrifuges, thereby enabling cost effective management of biosolids.
Several years ago, plant staff worked with vendors to test various polymers best suited to the WWTP's biosolids thickening and dewatering equipment. Based on these test results, staff advertised for two specific polymers under a previous Invitation to Bid, ITB-4178: SNF Polydyne, Clarifloc CE-1540 polymer and BASF Corp., Zetag 8846FS (US) polymer. Either of these two polymers can be used effectively in both the gravity belt thickeners and the dewatering centrifuges. Therefore, pricing was requested for the same two polymers under ITB-4386.
The following suppliers submitted bids in response to ITB-4386:
Polydyne Inc.
· SNF Polydyne, Clarifloc CE-1540 $0.795/lb., delivered
BASF Corp.
· BASF Corp., Zetag 8846FS (US) $0.808/lb., delivered
Staff reviewed the bids, compared them to ITB-4386 specifications and recommends that Polydyne Inc. be approved as the lowest responsible bidder to supply polymer at the WWTP for FY16.
Additionally, it is recommended that the agreement be extended for up to three one-year renewals at no increase in cost if the supplier and the City Administrator agree. Approval for subsequent fiscal years is subject to the availability of funding.
Polydyne Inc. received Non-Discrimination Compliance approval on May 11, 2015. Polydyne Inc. is providing a commodity so Living Wage Compliance is not required.
Funds to finance this purchase are included in the approved FY16 WWTP Operation and Maintenance budget for the Sewage Disposal System.

Whereas, Polydyne Inc. submitted the lowest responsible bid for supplying polymer to the WWTP per the specifications in ITB-4386;
Whereas, Polydyne Inc. received Non-Discrimination Compliance approval on May 11, 2015, and Polydyne Inc. is providing a commodity so Living Wage Compliance is not required; and
Whereas, Sufficient funds for this purchase have been budgeted in the approved FY 16 WWTP Operation and Maintenance budget for the Sewage Disposal System.
Resolved, That City Council approve a purchase order with Polydyne Inc. for the purchase of polymer in accordance with the terms of ITB-4386;
Resolved, That the City Administrator be directed to enter into an agreement in accordance with this resolution at a projected cost of approximately $218,800.00 for FY16; and
Resolved, That the City Administrator be authorized to renew the agreement for up to three one-year periods provided both parties agree to an extension pending subsequent budget approval.
