Resolution to Approve Professional Services Agreement with the Ann Arbor Hands-On Museum for the Wind Generator Project ($300,021.00)
Memorandum
This memorandum and resolution request approval of the Professional Services Agreement with the Ann Arbor Hands-On Museum for education and outreach services for the wind generator grant project. Award of a Professional Services Agreement is requested to complete the outreach and education portion of the grant received by the City from the Department of Energy (DOE) and accepted by Council as part of Resolution R-13-015.
The purpose of the Department of Energy grant is to educate the public regarding the use and benefits of wind energy. When efforts to site a demonstration windmill were unsuccessful, the City engaged the Ann Arbor Hands-On Museum as a local expert in delivering science-based education to the community. The City and the Ann Arbor Hands-On Museum submitted a revised proposal to the DOE for their consideration in June 2014. The revised proposal includes developing portable and permanent wind-generation exhibits that can be used at the Ann Arbor Hands-On Museum and at community centers, schools, libraries, and festival and construction of demonstration devices that display how wind energy is generated, stored, and distributed. The Ann Arbor Hands-On Museum staff will deliver thirty-six outreach programs about wind as an alternative energy source in schools and libraries, and will support the University of Michigan Woven Wind student project team. Finally, the Ann Arbor Hands On Museum will participate in three regional festivals around the state and display its wind focused exhibits.
In July 2014, the DOE accepted the City's revised proposal, which would be executed over a two-year period. The grant provided by the DOE will cover 100% of the cost of the education and outreach portion of this project.
The Ann Arbor Hands-On Museum complies with the City's non-discrimination and living wage ordinances.

Whereas, The City accepted a grant from the United States Department of Energy (DOE) in the amount of $951,500.00 to construct a wind generation project in the City of Ann Arbor or environs;
Whereas, The wind generation project scope of work has been revised to include only public education and outreach that will inform the community about the viability of wind as a renewable energy source;
Whereas, The Ann Arbor Hands-On Museum is uniquely positioned in the community as an expert in science-based education to provide the public education and outreach services identified in the grant;
Whereas, The Ann Arbor Hands-On Museum complies with the City's Non-Discrimination and Living Wage Ordinances; and
Whereas, The Professional Services Agreement with the Ann Arbor Hands-On Museum will be funded completely by the grant from DOE;
RESOLVED, That Council accept the proposal and approve the professional services agreement with the Ann Arbor Hands-On Museum in the amount of $300,021.00 to provide public education and outreach services for the Wind Project;
RESOLVED, That Council approve a contingency to the professional services agreement with the Ann Arbor Hands-On Museum in the amount of $30,000.00 to finance change orders to be approved by the City Administrator;
RESOLVED, That this professional services agreement and contingency be funded from the DOE grant proceeds for the Wind Project and that the funds be made available without regard to fiscal year;
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the professional services agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
