Memorandum
Attached for your review and approval, please find a resolution to approve the allocation of funds from the General Fund, fund balance and the Park Maintenance and Capital Improvements Millage Fund based on the updated project budget for the construction of sidewalks along portions of Scio Church Road and Barton Drive.  
 
Budget/Fiscal Impact
A $445,706.00 project budget was previously approved by City Council, with revenue from several sources, including Federal Surface Transportation - Urban (STPU) funds, general funds, and special assessments. Based on actual planning and design costs; actual construction bids; and cost estimates for construction related engineering, administration, inspection, testing, and contingencies, the updated project budget is estimated to be $528,000.00. The primary cause of the increased project cost is the construction bids, which came in higher than anticipated.
 
The additional funding is being requested from the General Fund balance and the Park Maintenance and Capital Improvements Millage Fund balance.

Maintenance Impact
Long term repair and replacement of sidewalk slabs adjacent to taxable parcels will be performed by the City, provided the voter approved sidewalk millage continues in the future. The properties being assessed will be responsible for routine maintenance, such as snow clearing, of the sidewalk adjacent to those properties; the City would perform those tasks for the remainder off the sidewalk lengths. The estimated cost of seasonal maintenance (such snow removal) is $2,700.00 annually and is anticipated to be funded by the annual Metro Expansion Fund operations and maintenance budget, if so approved by Council.  
 
Schedule
In 2012, petitions were submitted to the City requesting the installation of sidewalks on the south side of Scio Church between Delaware Drive and Maple Road, and along the south side of Barton Drive from approximately 250 west of Chandler Road to Longshore Drive. City Council subsequently approved several resolutions for general fund allocations, special assessments, and acceptance of STPU funds. Bids were received by the Michigan Department of Transportation in October, 2014. Construction will proceed in the spring of 2015, and the sidewalk will be open for use in the summer of 2015.

Whereas, Due to construction bids, which came in higher than anticipated, the Scio Church Road and Barton Drive Sidewalk Project budget has increased to a total of $528,000.00;
 
Whereas, $242,100.00 was previously appropriated from the General Fund for the Scio Church Road and Barton Drive Sidewalk Project;
 
Whereas, The Federal Highway Administration will allocate funds up to $200,000.00; and
 
Whereas, Special Assessments in the amount of $3,606.00 ($1,626.00 for Scio Church Road and $1,980.00 for Barton Drive) have been established; and
 
Whereas, The Parks Maintenance and Capital Improvements Millage Fund will contribute $7,500.00 for the portion of the proposed sidewalk adjacent to Eisenhower Park;
 
RESOLVED, That City Council increase the FY15 General Fund Budget in the amount of $82,294.00 by appropriating $74,794.00 from the General Fund balance and $7,500.00 from the Park Maintenance and Capital Repair Millage for this project;
 
RESOLVED, That the appropriated funds be available without regard to fiscal year; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
