Attached for your review and action is a resolution to approve a $168,595.60 contract with Best Asphalt to rebuild the tennis and basketball courts at Allmendinger and Hunt Park.

The City has been making improvements to existing tennis and basketball courts that are in disrepair. The Allmendinger and Hunt Park courts were first constructed in 1965 and top coated in the mid 1970's. The court surfaces have multiple cracks, and the bases are in disrepair and require a complete rebuild. Additionally, the courts were undersized when they were originally constructed, and this improvement will increase the size of the tennis courts to provide adequate safety buffers.

A mailing was sent to all residents within a 1/4 mile radius of these parks, informing them of the renovations and inviting them to an informational session about the projects, held on Thursday, April 16, 2015.

Game court repairs and reconstruction to these sites are identified in the CIP and PROS plan as park priorities. The project meets multiple Sustainability Goals, including:

Four bids were received by the City for this project:

Best Asphalt $168,595.60.00*
Ahern Contracting $181,974.70.00
Nagle Paving $231,573.20.00
Michigan Recreational Construction $232,274.89.00

*Lowest responsible bidder.

Staff is recommending awarding a contract to Best Asphalt in the amount of $168,595.60 for improvements to Allmendinger and Hunt Parks. A 10% construction contingency ($16,860.00) is requested to cover potential contract change orders to be approved by the City Administrator.
