Attached for your review and consideration for approval please find a resolution to authorize the issuance of an Amendment to the Emergency Purchase Order that was issued to Delta Temp for the series of emergency repairs to the compressors at Veterans Memorial Park.
 
The compressors at Veterans Memorial Park began experiencing mechanical breakdowns in late December of 2014. Delta Temp was called to service the compressors in order to prevent the loss of the ice surface. The initial visit determined that one of the sensors registered a fault and the ice temperature could not be maintained, and the oil separator had also failed, causing a loss of coolant and an inability to maintain ice temperature. It was also determined that additional repairs may be needed to ensure the compressor was fully functional and reliable. Staff sought and were granted an Emergency Purchase Order from the City Administrator on January 22, 2015 in anticipation of these future repairs. Components of the compressor system continued to fail resulting in 6 emergency repairs through late January, 2015. Delta Temp was selected to perform the repairs because they are the best source service provider for work on the Veterans compressors based on knowledge of the systems and emergency response time.
 
A Purchase Order was set up in December of 2014 to cover the cost of the initial repair in the amount of $10,103.79. The subsequent repairs totaled $17,878.42 for total repairs that exceeded $25,000.00 resulting in the need for Council's authorization.
 
Budget/Fiscal Impact
Funding for these types of repairs are included in the annual Park Maintenance and Capital Improvements Millage operation and maintenance budget, resulting in no additional operational impacts.
 
Delta Temp complies with the City's non-discrimination and living wage ordinances.

Whereas, The compressors at Veterans Memorial Park began experiencing mechanical failures in late December of 2014;
 
Whereas, Delta Temp has been proven as the Best Source service provider for the repairs of the compressors based on emergency response time, knowledge of the existing system and expertise;
 
Whereas, Due to the uncertainty of the exact cause of the failure, staff sought and received approval for an Emergency Purchase order from the City Administrator on January 22, 2015;
 
Whereas, 6 mechanical failures were identified and corrected between December 25, 2014 and January 25, 2015;
 
Whereas, The total of the repairs for these failures exceeded $25,000.00;
 
Whereas, Delta Temp completed the repairs because they had knowledge of the compressors and the problems that were being encountered;
 
Whereas, Funding for these repairs is available in the Parks Maintenance and Capital Improvements Millage approved FY15 operations and maintenance budget; and
 
Whereas, Delta Temp complies with the City's Non-Discrimination and Living Wage Ordinances;
 
RESOLVED, That the City Council approve an amendment to the Emergency Purchase Order with Delta Temp in the amount of $17,878.42 for a total of $27,982.21 for the repairs necessary to the compressors at Veterans Memorial Park;
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
