Memorandum
Attached for your review and approval is a resolution to authorize a Professional Services Agreement with CTI and Associates, Inc. (CTI) for construction materials testing services in the amount of $132,505.00 for the 2015 Street Resurfacing Project.

This project consists of approximately nine major streets and fifteen local streets. The construction is scheduled for April through October 2015.

Five firms submitted proposals for the required construction materials testing services. Project Management staff evaluated the proposals and selected CTI based on the proposal, staff qualifications, past involvement with similar projects, and cost. CTI complies with the City's non-discrimination and living wage ordinances.

Budget/Fiscal Impact
Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete. Funds for the requested services are available in the project budget for the 2015 Street Resurfacing Project

Whereas, It is necessary to retain a qualified testing firm to perform materials testing services for the 2015 Street Resurfacing Project;

Whereas, Proposals were received by Procurement and evaluated by Project Management staff on the basis of staff qualifications, past involvement with similar projects, proposed work plan, and cost;

Whereas, CTI and Associates, Inc. of Wixom, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City therefore, all of which are agreeable to the City;
