Resolution to Award Seasonal Mowing Service Contracts (ITB #4364 $62,080.00/annually; $186,240.00 for 3 years)

Attached for your approval is a resolution to award contracts to Green-Vision Lawn & Landscaping for the mowing of City traffic islands, trunkline traffic islands within the City limits, and mowing and trimming at the Wastewater Treatment Plant, and KBK Landscaping for mowing of athletic fields used for active recreation along with five other City properties and four other park areas.
Budget/Fiscal Impact
Funding for mowing and trimming services is included in the annual operations and maintenance budgets of the Field Operations Service Unit, Wastewater Treatment Plant, and Fleet and Facilities Service Unit.
ITB #4364 was issued on BidNet for seasonal mowing services and five bids were received. As indicated on the attached bid tabulation, the ITB was divided into 5 sections, Green-Vision Lawn & Landscaping is the lowest responsible bidder for Section A-Traffic Islands and Section B-Wastewater Treatment Plant ($40,032.00/annually; $120,096.00/3 years); and KBK Landscaping is the lowest responsible bidder for Sections C-Other City Properties, Section D-Other Park Areas and Section E-Athletic Fields ($22,048.00/annually; $66,144.00/3 years). An annual contingency of $6,200.00 is recommended to be available for the addition of mowing areas within the City.
The term of each contract is three years with the City having the option to renew the contract for up to two (2) one (1) year periods.
Green-Vision Lawn & Landscaping, and KBK Landscaping comply with the requirements of the City's non-discrimination ordinances;

Whereas, Staff advertised bids on BidNet and five bids were received;
Whereas, Green-Vision Lawn & Landscaping is the lowest responsible bidder for Section A, mowing of traffic islands and trunkline traffic islands and Section B, mowing and trimming of Wastewater Treatment Plant;
Whereas, KBK Landscaping is the lowest responsible bidder for Section C, Section D, and Section E, five City properties, four other park areas and athletic fields;
Whereas, The term of each of the contracts is three years, subject to the availability of funding, with the City having the option to renew each agreement for up to two (2) one (1) year periods;
Whereas, Funding for the mowing and trimming services is available in the approved operations and maintenance budgets of Field Operations Service Unit ($48,910.00/annually or $146,730.00 over 3 years), Wastewater Treatment Plant ($10,860.00/annually or $32,580.00 over 3 years), and Fleet and Facilities Service Unit ($2,310.00/annually or $6,930.00 over 3 years) if so approved by Council; and
Whereas, Green-Vision Lawn & Landscaping and KBK Landscaping comply with the requirements of the City's Non-Discrimination and Living Wage Ordinances;
RESOLVED, That City Council approve awarding ITB #4364; Section A to Green Vision Lawn & Landscaping for mowing and trimming services at City traffic islands and trunkline traffic islands and Section B - mowing and trimming at the Wastewater Treatment plant in the amount of $40,032.00/annually ($120,096.00for 3 years);
RESOLVED, That City Council approve awarding ITB #4364; Section C, Section D, and Section E to KBK Landscaping for mowing and trimming services at five other City properties, four other park areas, and athletic fields in the amount of $22,048.00/annually ($66,144.00 for 3 years);
RESOLVED, That continuation of these contracts after the first year is subject to the availability of funding in the approved budget;
RESOLVED, That the City Administrator be authorized to renew the contracts for two additional one year periods, subject to the availability of funding;
RESOLVED, That an annual contingency in the amount of $6,200.00 be established to be available for the addition of mowing areas within the City;
RESOLVED, That the City Administrator be authorized to add mowing areas within the annual contingency amount;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contracts with Green-Vision Lawn & Landscaping and KBK Landscaping, subject to approval by the City Administrator as to substance and subject to approval by the City Attorney as to form; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
