Resolution to Approve the Purchase of Vacuum Street Sweeper from Bell Equipment Company (State of Michigan MiDeal Contract # 071B1300075 $263,940.00)
Memorandum
The attached resolution authorizes the purchase of an Elgin Whirlwind vacuum street sweeper mounted on a 2015 Freightliner M2 chassis for $263,940.00 from Bell Equipment Company, Lake Orion, Michigan. This unit will replace a 2005 vacuum street sweeper. The sweeper will be used by the Public Services Area, Field Operations Unit.
The sweeper being replaced has been in service ten years and has 3,200 hours of use. Over the last three years we have spent $48,150.00 in repairs. The unit uses an impeller or fan to create its vacuum which needs to be replaced. The estimated cost to replace the fan is $20,000.00 to $25,000.00.
This unit is the only vacuum sweeper of the City's fleet of five street sweepers. A vacuum sweeper is an essential part of the City's plan to control water pollution as it is the only sweeper that will pick up the fine sediment left behind by the brooms on a mechanical street sweeper. A vacuum sweeper is also used to prevent fine particles from plugging porous pavement and preventing water from draining thought its surface.
As a part of the City's 2013 National Pollutant Discharge Elimination System (NPDES) Permit Application, the City is mandated to manage pollutants that may enter into the City's storm water system and be discharged into the Huron River. Much of the potential pollution comes from road runoff in the public right-of-way. Road runoff contains not only salts and sand from snow management; it also has road debris, litter, heavy metal (i.e. brake dust) and solvents/automotive fluids that drip from vehicles. The prevention of this runoff is a crucial part in the protection of the Huron River and its ecology.
The Fleet Fund and Storm Water Fund have budgeted adequate funds for this purchase.
Bell Equipment Company complies with the requirements of the non-discrimination ordinances.

Whereas, The Fleet & Facilities Unit needs to purchase a replacement vacuum street sweeper for the City's fleet;
Whereas, The City is mandated by the 2013 National Pollutant Discharge Elimination System (NPDES) Permit Application to manage pollutants entering the storm water system;
Whereas, A vacuum street sweeper is needed to remove fine sediment from City's street and prevent it from entering the storm water system;
Whereas, Adequate funding for this purchase is available in the Fleet Fund and Storm Water Fund;
Whereas, Bell Equipment Company was the lowest responsible bidder to State of Michigan MiDeal program; and
Whereas, Bell Equipment Company complies with the requirements of the City's non-discrimination ordinances;
RESOLVED, That City Council approve the issuance of a purchase order to Bell Equipment Company for the purchase of one 2015 Elgin Whirlwind Pure Vacuum Street Sweeper mounted on a 2015 Freightliner model M2 chassis for a total package price of $263,940.00;
RESOLVED, That funds to be available without regard to fiscal year;
RESOLVED, That the asset being replaced (nos. 4750) be sold at the next City vehicle auction; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
