Attached for your review and action is a resolution to approve a $119,000.00 contract with Oak Construction Corporation to replace the abutments on the northern-most Island Park pedestrian bridge.
 
The concrete abutments on one of the three pedestrian bridges in Island Park have deteriorated due to age, freeze thaw cycles, and shoreline erosion.  The abutments need to be replaced to restore the integrity of the bridge structure.  A cost comparison to replace the entire bridge was also considered, but it was determined that the cost would be approximately twice that of replacing the abutments, and the other components of the bridge infrastructure are in good shape
Four bids were received by the City for this project:
 
Oak Construction Corporation      $119,000.00*
Brock and Associates, Inc.            $121,000.00
M One Limited Inc.                  $147,369.00
Gerace Construction Company      $159,000.00
*Lowest responsible bidder.
 
Staff is recommending awarding a contract to Oak Construction Corporation in the amount of $119,000.00 to replace the abutment on the Island Park pedestrian bridge.  A 10% construction contingency ($11,900.00) is requested to cover potential contract change orders to be approved by the City Administrator.  It is requested that a $130,900.00 contract and contingency amount be approved for the life of the project without regard to fiscal year.
 
Park bridge repairs are identified in the CIP and PROS plan as park priorities. The project meets multiple Sustainability Goals, including:

•      Transportation Options
•      Sustainable Systems
 
Funding is available in the approved FY2015 Park Maintenance and Capital Improvements Millage budget.
 
The Park Advisory Commission recommended approval of this contract at their February 24, 2015 meeting.

Whereas, The abutments at one of the three pedestrian bridges in Island Park are in need of replacement because of deterioration to restore the structural integrity of the bridge;
 
Whereas, Park bridge repairs are identified in the CIP and PROS plan as park priorities,
 
Whereas, The Park Advisory Commission recommended approval of this contract at their February 24, 2015 meeting;
 
Whereas, Competitive bids were received by Purchasing and Oak Construction Corporation submitted the lowest responsible bid to replace the abutments; and
 
Whereas, Funding is available in the approved FY2015 Parks Maintenance and Capital Improvements Fund;
 
RESOLVED, That City Council approve a contract with Oak Construction Corporation to replace the abutments on the pedestrian bridge in Island Park, and approve a construction contingency of $11,900.00 (10%) to cover potential contract change orders for a total contract amount of $130,900.00 for the life of the project without regard to fiscal year;
 
RESOLVED, That the City Administrator is authorized to take all necessary administrative actions to implement this resolution including the authority to approve change orders within the approved contingency; and
 
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney.
