Memorandum
Attached for your consideration is a resolution to appropriate funding in the amount of $153,611.00 from the Sewage Disposal System Fund Balance (Walnut Ridge reserve) to establish a Sewage Disposal System Project Budget to pay sewer construction costs and improvement charges for North Maple Estates at 701 N. Maple.
 
Council previously appropriated those funds to Near North Apartments (R-11-020), which is no longer being constructed. This resolution is requesting that Council de-commit these funds from Near North Apartments and allocate them to North Maple Estates.
 
Council approved the North Maple Estates Site Plan and Development Agreement in September, 2014 (R-14-311). North Maple Estates will include 42 new and 4 renovated affordable rental apartments.  
 
In keeping with the City's commitment to providing assistance to these affordable residences, we recommend that Council approve an appropriation of $153,611.00 from the Walnut Ridge reserve (which is part of the Sewage Disposal System Fund Balance) put into place for use to offset sanitary sewer expenses to assist affordable housing development to a project budget within the Sewage Disposal System Fund.  The balance in the fund is $153,611.00.
 
The Ann Arbor Housing Commission will provide invoices to the Public Services Department to ensure that these funds are used for sewer related connection charges and sewer infrastructure.

Whereas, The Walnut Ridge reserve fund was established to offset sanitary sewer expenses to assist affordable housing development; and
 
Whereas, City Council approved the site plan for North Maple Estates, a 46 unit affordable housing project developed by the Ann Arbor Housing Commission;
 
RESOLVED, That the Mayor and City Council de-commit an appropriation of $153,611.00 from the Sewage Disposal System Fund Balance (Walnut Ridge reserve) for sanitary sewer costs related to the construction of Near North Apartments; and
 
RESOLVED, That the Mayor and City Council approve an appropriation of $153,611.00 from the Sewage Disposal System Fund Balance (Walnut Ridge reserve) to establish a  Sewage Disposal System Fund Project Budget for sanitary sewer costs related to the construction of North Maple Estates; and
 
RESOLVED, That the City Administrator, or his designee, be authorized to take necessary administrative actions and to execute any documents necessary to complete this transaction and to implement this resolution, with funds to be available until expended without regard to fiscal year.
