Memorandum
The attached resolution authorizes the purchase of a John Deere model 333E compact track loader, a John Deere PA30 planetary drive auger attachment with 60" bit for tree planting, a John Deere CP24C cold planer attachment for milling asphalt and concrete, a John Deere MH60C mulching head attachment for clearing dense brush, and a Felling trailer to haul the unit and attachments to the job site. The compact track loader commonly known as a skid steer will be use by multiple work areas in the Field Operations Unit of Public Services.
 
For the past several years Field Operations staff have been experiencing difficulties conducting maintenance activities due to dense brush overgrowth in the areas of storm drainage channels, sanitary sewer cross lots and alongside roadways. As a result of the experiences they have procured demonstration equipment and rental equipment to determine the most efficient method of vegetation management in these areas of concern.
 
Using this process staff has determined that a tracked skid steer with a mulching attachment will provide the most versatile platform to perform this work, while maintaining a light, low disturbance footprint. By adding different attachments the skid steer can be used to perform additional tasks in other work areas including tree planting, asphalt milling for pothole and park path repairs, and snow removal.
 
This purchase will allow staff to develop and implement a regular program of vegetation management.  When fully utilized for routine maintenance activities, this equipment could keep vegetation from growing over sanitary sewers that traverse vegetated areas. This equipment is also much less invasive to the landscape than existing equipment.
 
In the winter the skid steer will be used with the mulching attachment to maintain and control growth of undesirable vegetation in and along utility easements, park paths, nature areas and roadways. During snow events it will be outfitted with an attachment to be used for snow removal.
 
In the summer, the cold planer attachment will be used for maintenance and repairs along asphalt streets and paths in the City's parks. The 60" auger attachment will be used to produce the holes for tree planting.
 
This track skid steer will replace a smaller, wheeled skid steer with limited attachment capabilities that was purchased in 1994. This older unit has proven to be of limited use off of hard surfaces. The new skid steer will be equipment with tracks that spreads the unit's weight over a much larger surface area that helps prevent the machine from sinking into and rutting soft soil and allowing it to be an all season, all surface vehicle.
 
The skid steer will be powered by a Tier 4 diesel engine which is the cleanest class of engine available and follows the goals and guidelines of the City's Green Fleet Policy to reduce the amount of fuel used and to pay a premium for "greener" vehicles if necessary.
 
The Fleet Fund, Major Streets Fund and the Sanitary Sewer Fund have budgeted adequate funds for this purchase.  
 
AIS Construction Equipment Corporation received Human Rights approval on January 22, 2014.

Whereas, Upgrading the skid steer to a tracked unit extends the seasons and areas that it can be used;
 
Whereas, purchasing the unit with multiple attachments increase its versatility and usefulness;
 
Whereas, AIS Construction Equipment Corporation was the lowest responsible bidder to State of Michigan MiDeal program; and
 
Whereas, AIS Construction Equipment Corporation received Human Rights approval on January 22, 2014;
 
RESOLVED, That City Council approve the issuance of a purchase order to AIS Construction Equipment Corporation for the purchase of one 2014 John Deere model 333E compact track loader for $85,439.00, one 2014 John Deere model PA30 planetary drive auger attachment for $3,610.00, one 2014 John Deere model CP24C cold planer attachment for $19,572.00, one 2014 John Deere model MH60C mulching head attachment for $25,234.00, and one 2014 Felling model FT-20 I trailer for $10,338.00 for a total package price of $144,193.00;
 
RESOLVED, That funds to be available without regard to fiscal year;
 
RESOLVED, That the assets being replaced (nos. 6776 and 6474) be sold at the next City vehicle auction; and
 
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
