We request your approval to increase the purchase order to Carrier & Gable, Inc. by $250,000.00 for the purchase of traffic signal materials.

On August 7, 2014, City Council approved R-14-1115 authorizing the purchase of traffic signal materials in the amount of $480,000.00. The additional $250,000.00 in purchasing authority from Carrier & Gable, is being requested to purchase equipment necessary to expand our traffic signal control system, SCOOT, in the downtown area as well as vehicle detection equipment.

SCOOT, is a sophisticated traffic control system that has the ability to continually optimize signal timing based on the information gathered by vehicle detection. The signal timing optimization helps reduce traffic delays and fuel usage.

Budget/Fiscal Impact:
As a result of Public Act 252 the City will be receiving approximately $671,803.60 in additional road funding. A portion of this funding is planned to be used to upgrade the traffic control system. The remainder of the funding will be used in other road maintenance and mandated traffic signage changes.

Carrier & Gable, is the sole area distributor in Michigan and Indiana for the Eagle Signal Company. All of our signalized intersections utilize equipment manufactured by Eagle in order to communicate to the traffic control system. The advantages of sole source supply include reduced inventory requirements, as well as the need to train technicians in the repair of only one type of product.

Carrier and Gable, Inc. received Human Rights approval on June 2, 2014.
