Resolution to Appoint a Councilmember to the Local Development Financing Authority
Body
Whereas, The City of Ann Arbor and City of Ypsilanti, both located in Washtenaw County, Michigan, created a Local Development Financing Authority (LDFA) for the Ann Arbor/Ypsilanti SmartZone;
Whereas, The agreement between the two cities requires the City Council of the City of Ann Arbor to appoint six voting members to the governing body of the LDFA;
Whereas, The agreement between the two cities requires that one of the City of Ann Arbor appointments be a Council member;
Whereas, Public Act 281 of 1986, as amended, which authorizes the creation of local development finance authorities, and the agreement between the two cities require that members of the Board be appointed for terms of 4 years unless the appointment is to fill a vacancy in which case the appointment term is for the unexpired portion of the term only;
Whereas, Consistent with Public Act 281, the seat on the Board filled by a Council member is subject to the 4-yr requirement with terms commencing on July 1st of the year of appointment and ending June 30th of the fourth year of the term;
Whereas, City of Ann Arbor confirms the appointment or replacement of Council member appointee to the LDFA on an annual basis consistent with the City's appointment process of Council members to authorities, boards and commissions; and
Whereas, The current seat on the Board to be filled by a Council member has an unexpired term ending June 30, 2016;
RESOLVED, That Councilmember Graydon Krapohl be appointed to fill the unexpired term of seat allocated to a Council member appointee to the LDFA through November 30, 2015; and
RESOLVED, That the City Clerk notify the newly appointed member and the Chair of the Local Development Finance Authority.
