Title
Resolution to Approve an Agreement with the Michigan Department of Transportation for the Clague Safe Routes to School Project
Memorandum
Attached for your review and approval, please find a resolution to approve an agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction of sidewalks along a portion of Nixon Road, and installation of a Rectangular Rapid Flashing Beacon (RRFB) on Green Road (collectively known as the "Clague Safe Routes to School Project").

Budget/Fiscal Impact
This project has been approved for a Safe Routes to School grant which funds 100% of eligible construction costs. The balance of the project costs, which includes design, construction inspection, testing, and ineligible construction costs, will be funded by the Alternative Transportation Fund and Special Assessments. Estimated Project Costs are as follows:

Funding

Safe Routes to School Grant                                    $172,067.00
Local Share - Alternative Transportation Fund and Special Assessments      $49,000.00
  TOTAL                                                $221,067.00

The completed plans were submitted to MDOT in July 2014 for a bid letting on October 3, 2014. This resolution was prepared prior to the October 3rd bid letting; therefore the bid results were not available for inclusion in this memorandum. Construction is scheduled to proceed in 2015.

Clague Sidewalk
A new 5-foot wide concrete sidewalk will be constructed on the east side of Nixon Road from the Clague School driveway entrance to Haverhill Court. The total length of the sidewalk is approximately 1,450 feet, or just over a quarter mile. The work also includes installation of Americans with Disabilities Act (ADA) compliant ramps at intersections.

Green Road RRFB
A pedestrian activated RRFB will be installed for persons crossing Green Road, approximately 450 feet west of Kilburn Park Circle.

City-State Agreement
One requirement for this type of project is that the City enters into an agreement with the State of Michigan stipulating the funding split and other rights and responsibilities of the parties. It is the same form of agreement that has been on other federally funded projects. The Federal Safe Routes to School Infrastructure Funds (SRTS) will pay 100% of eligible participating construction costs (up to the maximum of $172,067.00 that was programmed for this project). All other costs, including the, design, construction engineering, testing, and non-participating items of work will be funded from the Alternative Transportation Fund.

The Michigan Department of Transportation (MDOT) will award the contract and the City will act as the project engineer.
